all sides should agree with the interna-
tional accords in The Hague," he said.-
The governments of Serbia, Bosnia
and Croatia have all accepted the obli-
gation that they will bring criminals
before the council in The Hague. "At
present, Sacirbey said, "Bosnia is the
only government cooperating."
Sacirbey said he thinks the war-tom
region is moving too slow as the Day- d;
ton Peace Accords begin to take effect.-'
"Yes, it is working," he said. "Not at '
the speed and specificity that I would
like, though."
Daniela Wittmann, chair of the,'
AACB, said there is a need to discuss'
the injustice of war crimes.
"We're concerned (that) people don't
forget that genocide occurred,"'she said.
"The victims of genocide need for the "
perpetrators to be prosecuted."
Sacirbey described the newest,
Bosnian unrest as the government pre
pares to assume control over Serbian
held suburbs of Sarajevo on March 19:.
Vagosca, a northern suburb, will be a
.taken overtomorrow. Vagosca'smayor,
Rajko Karavica, is encouraging Serbs
to flee from Muslim rule in protest.
"Karavica does not want Serbs and
non-Serbs to livetogether,"Sacirbeysaid..
"He is ordering Serbs to leave the area,.
telling them it is their patriotic duty not to'
live together with non-Serbs."
The ambassador said the mayor's
actions are not helping matters.
"The people should not be afraid of
the government," he said. "If you go to
Sarajevo you will find all places of
worship untouched. Muslims, Catho-
lies, Greek Orthodox and Jews are liv-
ing together."
Sacirbey said those who leave aret
destroying everything in their path.
"They take sinks, toilets and windows'
... everything that can be taken out and
put on the cart."
"It's destructive behavior," he added.
"When you take a sink, you're not only
taking a sink, you're taking out the work
the people usedto putthe sink intoplace.":

tribunal this'evening. The event is co-

Grades kindergarten through 12 are
"actually an information-poorenviron-
ment," Soloway said, adding that most
school libraries have relatively few
books, and those that do have them are
often outdated or unavailable. "If you
want kids to do serious research, then' 4
you have to give them serious informa-
tion resources," Soloway said.
Soloway's dedication to improving.
public education comes from experience
"Thirty years ago,it wasOKtoeducate'
only the top 10 percent ofkids,".Soloway
said, explaining that teaching only bright-
students allowed teachers to merely
present information without elaborate
teaching strategies. "The next 80 or 9.
percent got ajob on the line, working in a.
factory, andthey made agoodliving, they
made a middle class living."
Those jobs are hard to come by now,
Soloway said. His education was pro-

vided by public schools. His parents
immigrated from Europe in 1946, and
Soloway's first language was Yiddish.
"I learned English because I went to'
public schools. This is a way for me to
pay back what it did for me," he said.
Soloway brings tremendous personal
energy to his work. In his office in the,
University's Advanced Technologies
Laboratory building, his loud laughter
echoes off the walls of his cubicle,
spilling out into the silenceof the rest of
the building.
"Some faculty write a very elegant
treatise, a book, and that's their mag-
num opus," Soloway said, but he de-
scribes his work as the "here and now.
From the beginning, Soloway has
been the motivating force behind this-,
research. "He's a great ideas man," said
Jonathan Klein, an LSA senior who
works on one of Soloway's projects:
"He's very enthusiastic and a great
speaker. I took a class from him once,'
and it was just one unbelievable lecture,
after another."
Soloway's research projects encomr
pass faculty from his department as
well as colleagues in the School of
Education, and the School of Informa- ,
tion and Library Studies.
Ron Marx, a professor in the School
of Education, also cites Soloway as an-
"ideas person." "He has a lot of cha-
risma, and he's a lot of fun to worl
with," Marx said.
"He's really driven to be out there on
