Acknowledging that his decision was one of the worst-kept secrets of Israeli politics for the past few weeks, a confi- dent-looking Peres opened a televised news conference in his office by saying that "this equivocation has ended, and I'll get right to the bottom line. I have decided to advance the elections to the earliest date that is possible, according to the law." Peres promised that his Labor Party will conduct a "restrained" campaign and appealed to the opposition to do the same. He said he hopes that Israel will show it has "regained its former self' and put an end to political violence in the wake of Rabin's Nov. 4 slaying by Yigal Amir, a right-wing Jewish law student opposed to Rabin's peace ini- tiatives with Palestinians. Arrest warrants were issued last week for 19 state and federal police officers, including the deputy federal police chief in the state of Baja California Sur at the time of the shipment, according to the Mexican attorney general's office. At least two have been arrested: the former com- mander of the state judicial police in the Todos Santos region and one of his agents. Prosecutors and eyewitnesses said that police met, unloaded and then destroyed a French-made Caravelle jet that inves- tigators confirmed was carrying cocaine for Colombia's Cali cartel when it broke its nose wheel landing on a clandestine airstrip at the tip of Baja California Sur. A statement from the top prosecutor's office in Mexico City said the wanted police officials had ties to the Tijuana cartel, one of five major Mexican drug mafias that U.S. officials say supply up to three-fourths of the cocaine sold in the United States. The arrest warrants represent one of the boldest moves by President Ernesto Zedillo's government against the nexus between the drug cartels and cor-rupt federal officials, known here as narco- politics.
