SARAJEVO, Bosnia-Herzegovina
- The Bosnian Serb military con-
mander angrily broke off contacts yes-
terday between his forces and thp
NATO-led peacekeeping mission in
Bosnia, the latest - and perhaps most
serious--threat to further implementa-
tion of the U.S.-brokered peace accord.
The move by Gen. Ratko Mladic, an
indicted war crimes suspect who none-
theless commands the loyalty of the
Bosnian Serb army, was denounced y
NATO officials as unjustifiedandcoq-
terproductive.
The Bosnian Serb commander's c-
laration also invited unusually stern
warnings from the North Atlantic Treaty
Organization that its peacekeepers, in-
cluding nearly 20,000 Americans, will
not stand idly by as the accord unravels
on their watch.
"We have the authority, the force and
the will to do the job," said Col. John
Kirkwood, a spokesperson for U.S.
Adm. Leighton Smith, commander of
NATO troops in Bosnia-Herzegovina.
In a letter sent by fax to several top
NATO officials, Mladic suspended all
ties with NATO until the Muslim-led
Bosnian government releases two
Bosnian Serb officers and at least six
soldiers detained since last month.
Mladic also cut offall travel by Bosnian
Serbs to territory controlled by the
Muslim-Croat federation.
U.S. officials, worried by the Bosnian
Serb pronouncement, said a high-level
delegation will fly to the Bosnian capi-
tal, Sarajevo, this weekend in an at-
tempt to defuse the escalating crisis,
which has also led to a Bosnian Serb
boycott of meetings with the Bosnian
government.
The recent events mean that the
Bosnian Serbs have effectively isolated
themselves from the peace process at a
time when consensus amongthe former
warring sides is crucial to keepingimple-
mentation on track. NATO officials said
yesterday that they will continue to
hold meetings without the Bosnian
Serbs but that such a strategy col1d
have dire long-term consequences.-
"This is serious business," said a
Western diplomat in Sarajevo. "The
timing is such that it could really derail
things.
U.S. Secretary of State Warren
Christopher called the presidensof
Bosnia, Serbia and Croatia to notify
them of his decision to dispatch Rich-
ard Holbrooke, chief negotiator of the
Dayton, Ohio, peace accord, back to
the Balkans.

indecent material available to children
in a public online forum.
"They've hidden behind the notion
of protecting children, but this is truly a
power grab for limiting the free speech
of adults," said Lori Fena, executive
directorofthe Electronic FrontierFoun-
dation in San Francisco. The group
joined the American Civil Liberties
Union, Human Rights Watch, the Na-
tional Writers Union, and the Critical
Path AIDS project in filing a suit in
federal court in Philadelphia.
Some First Amendment experts have
predicted that the courts will strike down
the restrictions as over-broad, because
they would limit the speech of all
Internet users in their effort to protect
children.
The law bans displays, in places that
are accessible to minors, of material
that is "patently offensive," as mea-
sured by prevailing community stan-
dards.
Hundreds of computer users opposed
to the restrictions registered their oppo-
sition yesterday by switching to black
backgrounds on the sites they use onthe
popular World Wide Web Internet ser-
vice.
A Justice Department official said
the agency would hold off on prosecu-
tions until the courts have clarified how
the rules on indecent materials will be
applied. But he warned that online us-
ers will be held accountable from the
date ofthe law's signing, and investiga-
tions will begin right away.
