"Today we see on the horizon the hope of peace. ... I raise my voice to urge a true peace, with the spirit of understanding and, above all, dignity for all people." In addition to Guatemala, where peace negotiations are under way to end a 35-year guerrilla war, he will visit El Salvador and Nicaragua which ended their civil wars in re- cent years, before moving on to Ven- ezuela. The pope was greeted warmly at the airport here by Guatemala's new presi- dent, Alvaro Arzu, in a striking contrast to the almost hostile reception he re- ceived in 1983 from Gen. Efrain Rios Montt, a Protestant who had become president as a result of a coup a year earlier. "We feel great hope and gratitude that Your Holiness, with a message of peace, has wanted to visit Guatemala, to sanctify with your presence the effort of all our people to overcome our divisions and conflicts," Arzu said. But the region's potential for con- tinuing violence was underlined Sun- day when bodyguards protecting Arzu shot and killed a 24-year-old milkman they said tried to run' down the pres dent. Because of concerns for his safety, security for the 75-year-old pope will be tight. In addition, to compensate for his advanced age and recent ill- ness, his schedule will include ex- tended rest periods between public events. On his first stop in Guatemala City. the pope was greeted with miles of the elaborately designed sawdust-and-petal carpets, a craft display usually reserved for Easter Week. Dozens of organizations and fami- lies each took responsibility for design- ing and creating a few yards of carpet that covered the pope's route from the airport to the Vatican Embassy and then to the main square and the Na- tional Palace downtown, where he met formally with Arzu. Hope fades, for Israel- Syra eace accords Los Angles Times J ERUSALE M -Aftr two months of intensiv e diplonmacyUS. hopes of a dramatic breakthrough in the last and most complex phase of the Mid- east peace process appear to be fast fading. Secretary of State Warren Christo- pher, on a three-day tour of the region, originally had hoped to establish a framework for peace between Israel and Syria by spring. But talks in rural Maryland between the region's two most formidable foes have moved so slowly that Israeli Prime Minister Shimon Peres now appears almost certain to call early elections in May rather than wait until October, according to Israeli sources. Peres' move may be dri ven by grow- ing support in the polls. But relinquish- ing the strategic Golan Heights to Syria - a key issue in the negotiations =- is not popular with many Israelis. The likelihood of early elections is almost certain to limit the scope for compromise. "Israel is still just as interested In the peace process. But Peres can't give the impression that Israel is prepared to give in on anything," said Ehucd Sprinzak, a Hebrew University politi- cal science professor. "For elections, he has to look tough." Nonetheless, U.S. officials insist that the electoral process will not affect the peace effort. "Clearly, much work remains to be done," Christopher said in a joint news conference after talks with Peres.
