John Engler's administration yesterday proposed shift- ing $25 million from land purchases into pollution cleanup. Environmentalists immediately blasted tapping into the special fund earmarked for recreational land pur- chases and predicted a short life for the idea. "I think it's dead on arrival," said Carol Misseldine, executive director of the Michigan Environmental Council. "There doesn't seem to be any legis- lative support for this proposal." Engler' sfellow Republicans were less blunt but still pessimistic about the proposal, which would need voter ap- proval. "I think it's very tough," said Rep. Bill Bobier (R-Hesperia), chair of the House budget subcommittee on natural resources. House Speaker Paul Hillegonds (R- Holland) said Republicans are looking for an alternative that would not shift money out of the Natural Resources Trust Fund. The fund receives about $33 million. ayear from royalties from the sale of oil and gas on state lands. A 1994 voter- approved constitutional amendment specifies that the money is reserved for buying land. Voters would have to ap- prove any change at a general election. The money would be a big chunk of an $82 million-a-year plan for clean- ing up polluted sites. Other major sources include $30 million from the state general fund and $20 million fo the next few years from unclaimed deposits on soft drink and other con- tainers. One of the architects of the plan pre- dicted voters can be persuaded that the state should spend less money on buy- ing land. Dennis Schornack, special adviser to the governor, said the state and federal governments together own more land in Michigan than in any other state east of the Mississippi River. "We believe that given the chance to choose between buying up even more state land or cleaning up sites of envi- ronmental contamination, that the people of Michigan will choose cleanup over buy-up," he said. But Schornack called the proposal "the starting line, not the bottom line" and said the administration was open to other proposals. The $82 million program would pay for cleanups at poluted sites where those responsible for the pollution can- not be located. It would also finance the state's 10- percent match for federally funded Superfund site cleanups, loans to mu- nicipalities for landfill cleanups and responses to critical threats to health or environment. Other funds would go to cleaning up leaking underground storage tanks and helping local governments with demo- lition and other costs in converting pol- luted urban sites to new uses. Some cleanup costs had been funded out of a 1988 voter-approved bond is- sue, but that program is down to its last $40 million. At $82 million a year, Department of Environmental Quality Director Russell Harding estimated cleaning up all pol- luted sites in the state would take 20 to 40 years. Schornack and Harding touted the proposal as a way to clean up many polluted urban sites without raising taxes or increasing the state's debt through bonding. Misseldine criticized the proposal for failing to put more of the cleanup cost directly on industry. Rich Studley, spokesperson for the Michigan Chamber of Commerce, said industries are contributing through the $30 million general fund money in- cluded in the proposal and are spending their own money to comply with state and federal environmental regulations every day. Anne Woiwode, executive director of the Mackinac chapter of the Sierra Club, said much of the need for the proposal was created by watering down the state's polluter pay law.
