fore and repeats again that this great
University apparently does not un-
derstand, or refuses to accept, the
basic premise of our Constitution that
a peaceable person exercising the right
to free speech may not be restricted
because of the fear of how others may
react to the exercise of that right,"
Shelton wrote in January.
Heatley testified that the fees were
based on the costs of paying DPS and
State Security officers. Heatley also
testified that Hash Bash is a "public
nuisance that I do not want to see
continue."
State Security employees,
Washtenaw County Sheriff's Depart-
ment deputies and Michigan State
Police have patrolled the Diag during
previous Hash Bash events.
People caught by DPS for smok-
ing marijuana face state penalties of
up to $2,000 and one year in jail.
Ann Arbor police will not be
present, having deputized DPS with
jurisdiction to the campus. But those
found smoking pot off-campus are
subject to the city's penalty-$25 for
first-time offenders.
They plan to have about the same
security as last year," Peterson said.
