or military uniforms. But those who

hats shall be heard first, especially if
they're Garth Brooks.

and House to lobby for continued
federal funding for the arts and cul-
tural programs.

Brooks reported that his private
meeting with the Georgia Republi-
can, who has in the past suggested
that the NEA should be terminated,
was much more positive than he ex-
pected. "He said he's not against the
NEA," Brooks said. "I will take the
gentlemen's word for it, and I'm go-
ing to hold him to his word."
But Brooks said Gingrich told him
he supported cuts in public broad-
casting because he believed those pro-
grams had other sources of funding.
Brooks said he wanted to meet
with Gingrich to counter the idea that
artists were wealthy and didn't need

federal funding. "I was here to tell
him 99 percent of people who do arts
don't have the money that the faces
do that you see on TV."
The celebrities posed with mem-
bers of Congress and their staffs, in
between meeting with key committee
members who control the future of the
National Endowments for the Arts and
Humanities. Bolton and Kenny G de-
scribed their meetings as encouraging.
Pop singer Bolton said the endow-
ment provides important seed money
for the arts, adding, "It's like we're
asking for water to keep alive trees
that are bearing

Michael Bolton had an "unbe-
lievable" in-

The House may vote as early as
today on whether to cut $5 million
from each of the endowments this year.
Some in Congress have called for elimi-
nating federal funding entirely.

committee with jurisdiction over the
NEA, Rep. Steve Gunderson of Wis-
consin and Rep. Pat Williams of Ver-
mont, recently floated proposals to re-
place the current system of annual fed-
eral appropriations with an endowment
that will only receive federal funds
during a start-up period.

Kazakhstan - As an American astro-
naut orbited the Earth in a Russian
spaceship for the first time, officials
from both countries toasted their new
cooperation and declared the picture-
perfect mission "historic." .
"I never thought I'd ever see the
day when an American was launched
in a Russian rocket," said Dave
Leestma, head of NASA's flight
crew operations, after watching the
Soyuz rocket, carrying U.S. astro-
naut Norman Thagard and two Rus-
sian cosmonauts, rumble into flight
yesterday morning exactly on sched-
ule.
Yuri Koptev, head of the Russian
Space Agency, said yesterday's flight
heralded a new cooperative era in
space. "I am absolutely happy," he
said, as he joined Thagard's family
and a NASA delegation at a frigid
outdoor viewing stand about a mile

from the Soyuz launch pad. The tem-
perature at liftoff - decidedly unlike
the norm at Cape Canaveral - was
about 3 degrees above zero, with a
raw wind howling off the steppe.
Cheers went up from the crowd,
with some waving American flags,
and champagne was passed around
among some Russians as Thagard,
flight commander Vladimir Dezhurov,
and flightengineerGennady Strekalov,
soared into space, trailing a plume of
engine flames, at 1:11 a.m. EST. Nine
minutes later, their spacecraft, similar
to Apollo capsules used by the United
States in the early 1970s, had reached
orbit.
The launch appeared to go off with-
out a hitch, although Russia's Tass
news agency reported a fire broke on
the launch pad as flames from the
rocket's booster engines were spread
by strong, gusting winds. The agency
reported only minor damage to the
pad.
