Smith also expressed concern over the need to have the freedom to help people in time of economic recession or depression. "If we have a required balanced budget amendment to the (U.S.) Constitution adopted, I think we're eliminating the option of re- covery," she said. The amendment the U.S. House passed last week does provide possi- bilities for an unbalanced budget. In economically depressed times, with a two-thirds vote in both houses, the federal government could run adeficit. A simple majority would be needed if there were war. Smith, however, said she is still opposed. In the state House, where the Re- publicans have only a one seat major- ity, Speaker Paul Hillegonds (R-Hol- land) expects the measure to pass, said his spokesman Jerry Crandall. "The speaker is very much in sup- port of a balanced budget so long as the unfunded mandate thing is taken care of," Crandall said. Crandall said Hillegonds "wants to make sure that (the federal budget) won't be balanced on the back of state government." Many governors are concerned that the cuts necessary to balance the federal budget would force states to pick up costs of essential programs, said John Kingdon, a University po- litical science professor. "A lot of governors want a provi- sion attached to the balanced budget amendment for unfunded mandates," Kingdon said. The unfunded mandate bill -- a provision to prohibit the federal gov- ernment from requiring states to pro- vide services without providing the funds to pay for them - is currently in conference committee to hammer out differences between House and Senate proposals. The unfunded mandate issue is an important factor in determining the fate of the amendment, Kingdon said. "With that on it, it lessens the chance that the Congress will approve it and if you don't have it on there then you might not muster the number of states that are necessary to approve it," he said. Mary Schroer (D-Ann Arbor) said she fears the amendment would cost the states too much money. "Michigan stands to lose a whole lot of money if we balance the budget and the University of Michigan stands to lose a lot of money," she said. Schroer said she did not know how much money would be involved. "No one knows (what will be cut) because no one has put forth a bal- anced budget," said Fred Bdcher, com- munication director of the Concord Coalition, a nonpartisan, grassroots organization devoted to balancing the budget. Schroer said supporting the amendment would be irresponsible if it negatively affected the state's bud- get or raised the state's taxes. State Rep. Liz Brater (D-Ann Ar- bor) said she supports the general principle. "The general objective is a worthy one," she said, but Brater does not know if she will vote for an amend- ment. Some opponents to the amend- ment want Republicans to outline specific cuts needed to balance the budget before they consider voting on the measure. Brater said she has requested in- formation on how the federal budget would be balanced. "I think modera- tion is the best course here and avoid- ing radical slashes in services," Brater said. Bucher said the Concord Coali- tion endorsed the House's amend- ment because it "will finally force Congress to stop debate whether we should do it and start debating how we're going to it." The amendment could be imme- diately brought into state legislators if passed. Masserant said the gover- nor has not formed a strategy to pass it in Michigan, nor has Hillegonds, said Crandall. Should the amendment pass the Senate and go on to the states, it is possible for an influx of interest groups lobbying to influence legislators' votes. Kingdon said 10to 15 states are "on the fence" concerning the amendment, and these states may see such lobbying. Schroer agreed. "There would be lots of special-interest groups," she said. "These are national issues with a lot of money and a lot of power at stake for a lot of people." Ruff, however, said there will be little interest group pressure in Michi- gan.
