Attorney General Janet Reno joined House Democrats and the nation's largest police groups in urg- ing Republicans to back away from the block grant program they prom- ised in last fall's campaign, but Re- publicans showed no signs of relent- ing. Minority Whip David E. Bonior (D-Mich.) said Democrats had the votes to sustain the threatened veto. The GOP measure, the last of six separate anti-crime bills, would wipe out $8 billion in grants - part of a 1994 anti-crime law - for hiring the 100,000 local police that Clinton promised in his 1992 campaign. "That bill is working and it's be- ing done in a straightforward, nonbureaucratic fashion," Reno said at a Capitol news conference. Leaders of groups representing 450,000 of the nation's 550,000 po- lice endorsed the current program, which so far has made grants to 8,000 communities to hire 17,000 officers. Republicans said their program of law enforcement block grants trusted local officials to know whether they should hire police, buy patrol cars or establish programs designed to keep youngsters out of trouble. THE HAGUE, Netherlands (AP) - Setting the stage for the first war- crimes trial since World War II, a tribunal yesterday accused 21 Serbs with committing atrocities against Croats and Muslims interned in a Bosnian prison camp. Only one suspect is in custody, a karate expert named Dusan Tadic, so the former Kozarac police officer may be the lone person to come to trial for crimes that include killings, torture, rape and beatings at the Omarska camp. Set up by the U.N. Security Coun- cil in 1993, the Yugoslav War Crimes Tribunal that announced the indict- ments is trying to focus world opinion on the only instance of alleged geno- cide in Europe since the Nazi exter- minations of Jews and Gypsies dur- ing World War II. The indictments cap a five-month inquiry involving 20 investigators, attorneys and analysts who traveled to 12 countries to examine evidence and interview victims. Unlike the post-World War II tri- bunals at Nuremberg and Tokyo, which were organized by the victors with major suspects already in cus- tody, the Yugoslav tribunal is attempt- ing to try suspects from a conflict still raging. More than 200,000 people are dead or missing in a 34-month-long war. The indictments coincided with this week's budget discussions for the tribunal at the United Nations. The United Nations has so far allo- cated three months' funding, $7 mil- lion, out of a requested 1995 alloca- tion of $28 million. Nineteen of the 21 indicted were functionaries at the Omarska camp in northwest Bosnia.
