At the entrance to each of five aircraft was a sign wishing the refu- gees good luck on what many con- sidered one of the unluckiest days of their lives. Music by Gloria Estefan and her band, the Miami Sound Machine, played over loud- speakers, including one song pro- claiming in Spanish, "We all speak the same language. Give me your hand, my brother." Those who left were the first of approximately 7,500 refugees in four camps along the Panama Canal who will be relocated in the next two weeks. Despite fears the Cubans would try anything from passive resistance to rioting or suicide attempts to keep from being moved, Col. James Fetig, a U.S. Army spokesman, said the transfer went smoothly. The total cost of operating the camps in Panama, dubbed "Opera- tion Safe Haven," is estimated at $44 million, which is being paid by the United States. The Cubans arrived at the U.S. air base outside Panama City from the tent camps in groups of 100, divided among a caravan of four buses that had wire mesh covering the windows. The refugees waved at reporters from I. r More than 7,000 refugees will soon return to Guantanamo Bay. behind the wire as Army Humvees escorted the buses to military C-141 transport planes or chartered civilian Boeing 727s. The passengers, allowed to each carry one Army-issued blue nylon laundry bag, were taken off the buses one at a time and escorted by two U.S. soldiers up the gangway. U.S. sol- diers carrying large wooden batons lined both sides of the walkway be- tween the bus and the plane. Each plane carried 100 passen- gers and 50 U.S. soldiers. The five aircraft departed at 90-minute inter- vals, with the first leaving at 7:30 a.m. The refugees were among more than 30,000 Cubans who took to the seas in boats and rafts last summer in a bid to start a new life in the United States. But, faced with the overwhelm- ing exodus, Washington reversed a long-standing U.S. policy of auto- matically granting refugee status to fleeing Cubans. Instead, the Clinton administra- tion negotiated with the government of President Fidel Castro, agreeing to grant at least 20,000 U.S. visas a year in exchange for Castro's help in shut- ting off the flow of refugees.
