Shamsettin Yusuf, the self-de-
scribed foreign minister ofChechnya,
learned this lesson when he came to
Washington last week to seek recog-
nition and economic aid from the
Clinton administration. He won't get
either, because Clinton says Chechnya
belongs to Russia, and the war is an
internal Russian matter.
Apparently, Yusuf sees himself as a
latter-day Benjamin Franklin, who as
America's first envoy abroad persuaded
France to aid the American colonists in
their war against King George III.
