Not just guitar. \I By KATIE HUTCHINS Daily Staff Reporter There will be a few less tons of sulfurdioxidein the air next year, thanks totheUniversity'sEnvironmental Law Society. That's because they will collect donations this week and next week to buy rights to pollute - rights they won't use. "For every ton that we purchase, that's one less ton that will go into the air for all time," said Law student Tim MacDonald, co-coordinatorofthe En- vironmental Law Society. The danger of sulfur dioxide is that it is a principal cause of acid rain, an environmental hazard that damages wildlife, fisheries and aquatic habi- tats, said MacDonald, who is also a graduate student in public policy. The purchase of emission allow- ances is possible because of anational program set up through the 1990 Clean Air Act by the U.S. Environmental Protection Agency to require fossil fuel- fired power plants to buy rights to pollute. It works like this: The EPA limits the number of rights to emit sulfur dioxide - sold by the ton - every year. The Chicago Board of Trade runs auctions and sales. Anyone can buy the rights. The Environmental Law Society plans to do its part by raising enough money to purchase some of those rights in order to keep power plants from using them. Each ton costs about $200, MacDonald said. Environmental groups see this as an opportunity to snatch the rights to pollute before the polluters can use them. Competing with power plants and retiring the allowances from the market may also drive up the price of the rights, MacDonald said. Considering there are about 50,000 allowances available for sale for emit- ting in 1995, the two to four tons may not make much of a difference. Environmental Law Society mem- bers recognize theirrole as models for other groups to follow. "We're trying to be an instigator," said Stephen Ross, a Law student and society member. "The overall effect ofmany groups doing it will be significant in the fu- ture," he said. The EPA's program is expected to slash 1980 emission levels in half by the year 2000. However, environmental activists have reservations about the program. "The idea of the market controls does concern me a little bit ... mainly because at its core it means that if you do have enough money, you will be able to purchase theright to pollute. I'd rather start at the premise of there is no right to pollute and go from there," MacDonald said. The Environmental Law Society will be collecting donations in Hutchins Hall this week and the Dana Building next week. They will attempt to pur- chase the emission allowances in March, MacDonald said.
