John Engler and fellow Republicans were sharply criticized yesterday for a move by House Republicans, who approved sweeping changes against teachers' strikes and bargaining. Republicans took advantage of a 55-52 edge in the House to move the bill from a Democratic-controlled committee to the floor. They then used an all-night session Wednesday to pass it. The bill now goes to the Senate, where debate is expected next week. That chamber is controlled by the GOP. Union members and teachers hounded Engler along his announce- ment tour to announce his re-election campaign. Among otherchanges, the bill would dock teachers a day's pay for every day they strike and would fine their unions $5,000 a day for each strike day. It would fine school boards $5,000 a day and individual board members $250 a day for a teacher lockout re- suiting from stalled negotiations. Democrats and teachers said Re- publicans used their power to skirt the democratic process and avoid public input. They called the bill anti-labor union-busting. In Port Huron, signs reading "Union Buster," "Engler Hates Teach- ers," and "Privatize Engler" caught the governor's attention. He said he knew there were con- cerns, but that the legislation will help schools. Engler said the bill would not hurt unions. "What it does is re-enforce current law that prohibits strikes and implements a more equitable system for negotiations," he said. "I don't think the legislation will hurt unions." But teachers and their union rep- resentatives said the bill and the pro- cess both were shams. Engler has taken away the right for public employees to bargain in Michigan, said Gladys Stablein, who works for the Michigan Education Association. Republican leaders said schools need more negotiating power as a way to control the cost of education. They said school funding under Pro- posal A will force schools to work with less budget growth. "School boards will have more opportunities to explore cost-contain- mentoptions," said Republican House Leader Paul Hillegonds of Holland. It really gives responsibility back to the elected representatives of the com- munity in managing schools." But Democrats and union leaders said the bill was nothing more than an attack on labor. "This so-called cost containment bill is a hoax," said Julius Maddox, president of the MEA, the state's larg- est teacher union. "It's anti-teacher and doesn't accomplish cost cutting or containment. Maddox added that the attack on public school employees is the first step in a broader move against collec- tive bargaining. "It's not an attack on the MEA," he said. "This is an attack on all of us."
