Archer unveiled the areas chosen as Detroit's proposal for an "empowerment zone" program that would funnel $100 million in federal money to attract jobs. "We're going to work very hard to ensure that we win it because it will help jump-start" an economic recov- ery, Archer said, standing in front of a map that outlined the area. Zigzagging across the southern end of city, the 18.35 square-mile area includes the poorest areas of Detroit. About half of the people are poor, with per capita income averag- ing $6,486. About a third are unem- ployed. Nearly a fifth of the homes are abandoned. "There's a lot of vacant land," Archer said. "We can build, we can grow, we can invest. We can build what it is we need to make sure that the community stays strong and gets stronger." Initiated by President Clinton to spur development in inner cities, the multi-billion dollar "empowerment zones" will award nine areas, includ- ing six cities, with money for tax breaks and other incentives to lure businesses to hire from and invest in the urban poor. Archer and other community lead- ers have billed the plan as part of Detroit's comeback set off by the new mayoral administration. A group of community leaders, city, county and state government officials, people in business and edu- cators selected the areas along federal and city guidelines. The guidelines included popula- tion and income limits. Areas were also judged by their potential for de- velopment. "I am extremely excited, and it's not easy to get me excited," said Cliff Ford, who represented northwest De- troit in the selection group. "Detroit is not the aging fighter down on his knees, going down for the last count that some reporters have said that it is. ... Detroit is alive and well and taking vitamin pills." Archer, Ford and others say Detroit's chances for being designated for the zone are good. "I can't think of any city that is more representative of the ills this legislation was intended to address. We are a classic picture of a city that can be helped with a spurt of assis- tance, said Della McGraw Godwin. a nurse who attended Archer's an- nouncement at a Detroit school yes- terday. Archer's close ties with the Clintons are expected to further lift Detroit's chances, although Archer denied Clinton gave any signs during his recent trip to Detroit for an inter- national conference on jobs. "He did not discuss it. We were talking about basketball," Archer said. "What I have found - frankly just in terms of human nature - you have a tendency to receive more by not ask- ing or not saying, 'Give me, give me."'
