The Michigan Daily - Monday, March 7, 1994 - 7 "First lady's Little Rock lawfirm trying to dodge Whitewater fallout NEWSDAY LITTLE ROCK, Ark. -When Bill Clinton was inaugurated as president last year, the Rose Law Firm sensed an opportunity. With several alumni - including first lady Hillary Rodham Clinton - ascending to positions of power in the new administration, the firm * opened a small Washington outpost, apparently hoping to capitalize on its connections. Now, the blush is off Rose's opportunity. The outpost remains small - staffed by just one lawyer, with no registrations filed for lobbying Congress. One of Rose's illustrious ex-partners, Deputy White House Counsel Vince Foster, committed suicide last summer. And in downtown Little Rock, the firm has hunkered down in its two-story red brick building on 4th Street, its prestigious reputation threatened by the tangled web of suspicions surrounding Foster's suicide and the still emerging Whitewater real-estate scandal. Special Counsel Robert B. Fiske, in the wake of news reports that the firm may have shredded documents, has subpoenaed the firm files and ordered Rose not to destroy any materials relating to the defunct Madison Guaranty Savings and Loan or its former owner James McDougal, who was a partner with the Clintons in the Ozarks land development deal known as Whitewater. Fiske is also probing questions about Foster's death. At the same time, two federal banking agencies are probing Rose for possible conflicts of interest in its legal work for the government after it took over Madison in 1989. Republicans in Congress are calling for the firm's head. And last week, events took another turn for the worse with news that the firm was questioning Associate Attorney General Webster Hubbell - another former partner, now the Justice Department's third- ranking executive - about improper billing practices while at Rose. Rose itself is saying little publicly, aside from terse denials of wrongdoing, and has hired a prestigious law firm to represent it, while some employees have retained separate counsel. And friends and foes alike report resentment in the firm about both unfair media portrayals and the questions left behind by the former leadership of Hillary Clinton, Hubbell, Foster and White House lawyer William Kennedy. "It's absolutely a bunker mentality," one well-connected local lawyer said last week. "... their reputation is being shot to hell and they know it." Calling itself the oldest law firm west of the Mississippi, Rose displays its original 1820 partnership agreement and a portrait of Judge U.M. Rose, a founder of the American Bar Association who gave his name to the firm. Today, Rose is one of Little Rock's biggest law firms.
