NEWSDAY RAHAT, Israel - Palestinian flags flew for the first time in this sprawling Bedouin Arab village in the heart of Israel's Negev region Monday. A bonfire of tires spewed black smoke. Scrambling over the carcass of a burned-out car, a group of youngsters paused in their play only to throw rocks at strangers. But for the fact that Rahat's residents are full-fledged Israeli citizens, the scene was a replay of the intifada, or Palestinian uprising, that exploded in the tense refugee camps and towns of the occupied territories. In the wake of the mass killing of Muslim worshipers in Hebron, Israel's Arabs, a full one-fifth of the country's population, have taken to the streets in widespread pro- tests unmatched since the 1976 Land Day riots over govern- ment confiscation of Arab land. They have been met by police gunfire and tear gas. "All during the intifada, we didn't really stay in con- tact with Palestinians in the occupied territories. They were fighting for their land and we live here, on Israeli land," said Suleiman Grenawi, one of the little Bedouin town's elders, fittingly dressed as a clan chieftain in a gold-braided robe and spotless white Arab headdress. "But unfortunately, this time, the Hebron massacre shocked everyone's feelings. This barbaric act - it goes beyond religion and nationality. We had to protest. The murder of about 40 Palestinian worshipers by a Jewish settler last Friday appears to have touched a deep nerve in Israel's normally quiescent Arab minority. Every day since the tragedy, they have marched in protest and shared grief, expressing more openly than ever their sense of kinship with Palestinians in the occupied territories. Their anger also dredged to the surface long- simmering frustrations over their own poverty and the lack of government services for their towns. Unnerved by the mass demonstrations inside the country, the Israeli police have responded with a degree of force and massive presence that has only intensified the Arabs' rage. "They are demonstrating out of anger and sadness over what happened in Hebron. They are also demonstrating against a government policy (that) allowed the army to kill Palestinians in demonstrations," said Abdul Wahab Darawshe, a long-serving Israeli Arab parliamentarian from central Israel. He said the disturbances could escalate over the next few weeks, especially if youngsters arrested in normally placid towns like Jaffa and Nazareth are not released. Israel's police minister, Moshe Shahal, Monday asked the police commissioner to release all Palestinians arrested in clashes in the aftermath of the massacre, in the territories and Israel. Each clash with police only heightens a long-sup- pressed sense of injury about their status in Israel, added Darawshe. Israel's own official statistics show the Arab minority is much poorer on average than Israeli Jews and get many fewer government services. All were members of Palestinian groups that support the peace process, and none had been held in connection with murder, officials said. The PLO, which says there are about 10,000 detained Palestinians, called the release "cosmetic."
