And it strongly suggested that it will accuse the United States of violating interna- tional trade rules if Washington im- poses sanctions againstJapanese prod- ucts. The statement, the latest in an in- tensifying war of words between Washington and Tokyo, came after U.S. Trade Representative Mickey Kantor accused Japan on Tuesday of violating a 1989 agreement giving Motorola Inc. access to Japan's cellu- lar phone market. Kantor's move initiated a process under which U.S. trade officials have 30 days to identify which Japanese products might be hit with punitive tariffs. The yen strengthened against the dollar, raising the prospect that the currency markets will impose a vir- tual sanction on Japanese industry almost as devastating as a punitive tariff. The higher the yen is in relation to the dollar, the more expensive Japa- nese products become in relation to those of foreign competitors. The dollar fell 3.67 yen Tuesday to 102.02 yen, but gained back 1.60 yen to 103.62 yen by mid-yesterday. The dollar's fall Tuesday sent Tokyo stock prices plunging for the second straight day for fear the strong yen would hurt the Japanese economy's chances of recovering from recession.
