The Michigan Daily - Wednesday, February 16, 1994 - 7 North Korea will allow U.N. inspection of nuclear sites THE WASHINGTON POST WASHINGTON - North Korea has told the International Atomic En- ergy Agency (IAEA) it will allow in- spection of its seven declared nuclear facilities, a move that may begin to defuse a dispute over the country's alleged pursuit of a nuclear arsenal. The agency announced yesterday that a North Korean diplomat had con- veyed the promise to one of its top inspection officials at its Vienna head- quarters. The announcement followed weeks of intensifying pressure from the United States and Asian countries to renew the inspections, which North Korea suspended last February. But an IAEA statement yesterday said North Korea had accepted "the inspection activities which have been requested" North Korean capitulation to the agency's original demands. "The IAEA welcomes this new development," the agency said, adding that it was prepared to send an inspec- tion team to North Korea's nuclear complex at Yongbyon as soon as it obtains the necessary visas -possibly as early as this weekend. The inspec- tion is expected to last two to three weeks. North Korea made no public state- ment about the inspection yesterday, and members of its delegation to the United Nations declined to comment in New York. But in a statement last weekend that officials said took on new significance yesterday, North Korea said the IAEA and the United States had backed away in recent days "comprehensive inspection" involving highly intrusive procedures. Some U.S. officials noted that yesterday's pledge by North Korea came a day before the 52nd birthday of Kim Chong, a son of the North Korean president and a key decision-maker on many policies, including the country's nuclear program. They speculated the move may have been timed to coincide with the birthday celebration, long re- garded as a national holiday and a moment for revealing policy shifts by the country's isolated leadership. But the North Korean regime also had another reason for acting now, according to other American officials. Drifter admits to murder of students in Gainesville LOS ANGELES TIMES Louisiana drifter Danny Harold Rolling surprised a Gainesville, Fla., courtroom by pleading guilty yester- day to the 1990 mutilation murders of five college students, heralding the end of one of the most wrenching chapters in Florida criminal history. "I've been running from first one thing and then another all my life, whether from problems at home, or with the law, or from myself," Roll- ing told the court just before jury selection for his murder trial was to begin. "But there are some things that youjust can't run from, and this being one of those." Circuit Judge Stan R. Morris ac- cepted Rolling's guilty pleas to five counts of murder and three counts each of sexual battery and armed bur- glary in the serial killings thattrauma- tized Gainesville just as the Fall term at the University of Florida got under way 3 years ago. Rolling has been in custody since Sept. 7, 1990, about a week after the last of the bodies was discovered, when he was arrested for a supermar- ket robbery in Ocala, Fla. But more than a year went by before DNA evidence taken from blood and semen samples at the murder scenes linked him to the crimes, and during that time the north Florida college town was haunted by the grisly slayings. Although the pleading answered the question of guilt, a jury will be chosen today to decide if Rolling is to die in Florida's electric chair. He has already been sentenced to three life terms in prison as an armed robber and career criminal. Attorney Rick Parker, Rolling's public defender, said his client decided three weeks ago to plead guilty to spare the families of his victims a public airing of the gruesome details of the murders. "He thinks it is the right thing to do," said Parker. Still, the jury picked to recommend Rolling's sentence is likely to hear more than they wish about the brutal killings of the four women and one man. One of the female victims was decapitated, three were raped and all were stabbed several times. The bodies of the four women were also posed, investigators said, to shock whomever discovered them. Parker said that although Rolling was competent to enter the guilty plea, "he is and has been since before these crimes mentally ill." Testimony from experts about Rolling's mental state, Parker said, "will be helpful in under- standing how the same person can rape and murder, then later regret these acts and feel compassion for the living loved ones surviving his violence." Relatives of the victims, many of whom were in the courtroom yester- day, found that hard to take. "I have no pity for this individual," said Mario Taboada, whose brother Manuel died at Rolling's hands. "This is a life form gone bad." Prosecutor Rod Smith said no deals were made with Rolling in exchange for his guilty pleas, and he vowed to seek the death penalty. "We now know who is the slayer of the students in Gainesville," said Smith. Parker said Rolling will fight to avoid execution, and wants to testify during the upcoming penalty phase of the trial. The case against Rolling, which included DNA evidence as well as state- ments from a cellmate of Rolling, was constructed by a multi-agency task force which employed more than 200 inves- tigators and spent more than $5 mil- lion. Some 148 witnesses were sched- uled to testify at the trial, which was expected to last up to 10 weeks. Rolling, who once shot his father, a retired police officer, in the face during an argument, is also a suspect in a triple murder in his hometown of Shreve- port, La.
