WASHINGTON (AP)-Massive numbers of civilians were killed last year in armed conflict from Europe to Africa and the'Middle East, the State Department said yesterday in its an- nual human rights report. The report also alleged govern- ment abuse of power in dozens of countries, citing political prisoners in China perhaps numbering in the thousands. The report, which covers events in 1993, found that slavery still ex- ists in some countries and that women, particularly in South Asia, suffer abuses on an appalling scale. Of all the risks to individual rights, it said, none posed a greater threat than armed conflict. "In Bosnia, Burundi, Somalia, Iraq, Azerbaijan, Georgia and else- where, armed conflict led to mas- sive numbers of civilian deaths, refu- gee flows and human rights abuses," according to the report. No estimates were given, but news accounts suggest the civilian fatalities in such conflicts reached the tens of thousands last year. The report said Bosnian Serb forces persisted in their practice of "ethnic cleansing," including "lay- ing siege to cities, indiscriminately shelling civilian inhabitants, raping and executing non-combatants and interfering with humanitarian aid deliveries." Along with country-by-country assessments, the report gave special attention to what it characterized as "rampant discrimination" against women. "In many African countries, the practice of female genital mutila- tion continues," the report said. "In Pakistan, many women in police custody are subjected to sexual or physical violence." In terms of bilateral relations, the most important of all the coun- try reports was on China. President Clinton has said sig- nificant progress in the protection of human rights in China must be made by June if that nation is to continue receiving the low tariff rates enjoyed by most other coun- tries. China has said that trade and rights issues should not be linked. The report said China "took some positive steps" last year, including the release of some prominent po- litical prisoners, but the overall as- sessment was severe. "In 1993, hundreds, perhaps thousands, of political prisoners re- mained under detention or in prison," the report said. "Physical abuse, including torture by police and prison officials persisted, espe- cially in the politically restive re- gions with minority populations like Tibet." The report added that fundamen- tal human rights provided for in the Chinese constitution are frequently ignored in practice, and challenges to the Communist Party's political authority are often dealt with harshly and arbitrarily. It said the Chinese government still has not provided a full or public accounting of the thousands of per- sons detained during the crackdown on the pro-democracy movement in 1989, when millions took part in demonstrations in defiance of the government.
