The key post of fi- *ance minister remained in question. A spokesperson for Boris Yeltsin ,aid the president had not accepted the resignation of Finance Minister Boris Fyodorov. Fyodorov, a top reformer whose Late has come to represent Russia' s ,,commitment to market reforms, quit fter aCabinet shake-up favoring con- ervatives who advocateaslower pace freform. The new Cabinet has signaled its ntention to impose tightergovernment :ontrol over the economy and increase ndustrial and agricultural production by allocating greater subsidies to those sectors. New Economics Minister lexander Shokhin, Russia's top debt egotiator, had harsh words for re- ormers, including his predecessor 'egor Gaidar and Fyodorov. "It is bad that several key figures in he Cabinet, including Gaidar, have decided to relieve themselves of re- iponsibility for the course they pur- ;ued overthe last fourmonths," Shokhin -aid. "They aredoing everything to blame he reorganized government for all the ,;onsequences, including negative con- equences, of reforms," said Shokhin, ho began his career with the Soviet state lanning organization - Gosplan - ut has at times sided with the reform- ers. Fyodorov is largely credited with bringing runaway inflation down to 12 percent for December. Russia is one of few countries with both finance and economics min- isters. As finance minister, Fyodorov has handled monetary issues such as budget deficits, inflation and taxa- tion. Shokhin, as economics minister, will deal more directly with economic policy, such as industry subsidies. Fyodorov submitted his resigna- tion last week when Yeltsin and Prime Minister Viktor Chernomyrdin named a new government dominated by So- viet-era managers. After a 30-minute meeting yester- day with Yeltsin, Chernomyrdin said Yeltsin had not accepted Fyodorov's resignation and the decision rested with the president. Fyodorov has made staying in the government conditional on the removal of conservative Central Bank Chair Viktor Gerashchenko. A proponent of tight anti-infla- tion measures, Fyodorov has fre- quently criticized Gerashchenko for granting credits to ailing state en- terprises. 'U' botanical gardens go 'Jurassic Park' This is last weekend to see plants as old as dinosaurs By MAGGIE WEYHING DAILY STAFF REPORTER Is it Jurassic Park or the Botanical Gardens? Flourishing within the walls of the University's Botani- cal Gardens are plants that existed during the time of the dinosaurs. This weekend is students' last chance to see these rare plants. Rodger Keller, a conservatory horticulturist, and Kathy French, an interpretive botanist, said that at different times of the yearthe Botanical Gardens chooses different topics that might be interesting to the public. "We are going to be discussing other kinds of plants during the tour, however we are going to highlight the prehistoric plants thatexisted during the Jurassic period and earlier," he said. Among the many prehistoric wonders that will be fea- tured, Keller mentioned a few: various tree ferns from around the world, cycads, which are cone-shaped plants that now grow in Mexico and other places; and, Zamias, plants that now exist in Florida. Keller added that although these ancient plants are not yet extinct, they can only be found in small areas across the globe. "Flowering plants have taken theplaceoftheoldprehis- toric plants. They [the flowering plants] are more highly evolved. For example, they are able to grow taller and shade the ancient plants such as the cycades," he explained. Keller said the Jurassic plants were not grown especially for this weekend's tour, but are easily maintained in the gardens in sunny positions withmoderate temperatures. Also this weekend, the Gardens will have a display of photos and drawings that show visitors how to identify the plants, which grow in the winter. The plants are part of a special two-week tour the Gardens are holding. The last tour begins this Saturday at 1:30p.m. and Sunday at 2p.m. Admission is $2 and students with identification will be admitted free of charge. The Gardens are located on Dixburolbad between Geddes and Plymouth roads. Germans intercept Iraq-bound chemicals BONN, Germany (AP) - Ger- nan and Saudi agents raided a freighter and seized chemicals in- ended for production of rocket fuel n Iraq, the German government said yesterday. German officials were tipped off by a foreign intelligence agency and got permission from Saudi officials to board the ship at the Red Seaport of Iiddah, spokesperson Dieter Vogel said. He would not say which agency provided the information. Two containers loaded with sev- eral hundred barrels of ammonium perchlorate, used to make solid rocket fuel, were listed as harmless chemi- cals on the manifest of the Hamburg- registered Asian Senator, Vogel said. The chemicals violated the U.N. embargo on Iraq, he said. Germany toughened its weapons export laws after revelations that Ger- man firms helped Iraq build its arse- nal of rockets and the chemical weap- ons it threatened to use during the Gulf War. The captain of the Asian Senator said he was given a false manifest and didn't know he was carrying the chemicals. The chemicals came from the Chi- nese port of Hung Fu and were loaded in Hong Kong, Vogel said. They were to have been delivered to Beirut and transported overland to Iraq.
