"There are still some practical things to work out," Clinton said of the plan to replace lost money with increased fees on international airline and cruise tickets, rail and truck fees. * Some conservative House Repub- licans are threatening to.withdraw support unless tax plans are dropped. The taxes would offset money lost when NAFTA wipes out most tariffs and other trade barriers that could lose the U.S. government about $400 million ayear over the next five years. "We will have to work through the whole issue of how we deal with the act that if we pass NAFTA we have "toreduce tariffs," Clinton told agroup of undecided House members. THE PATHS OF LIFE U.S. Senate rejects effort to limit Clinton's role in Haiti N Republican measure fails, 65-33 WASHINGTON (AP) - The Senate rejected a Republican effort last night to give Congress a greater say in President Clinton's ability to use combat troops in conflicts such as Somalia, Haiti and Bosnia. By a vote of 65-33, the Senate turned aside a measure that would have prohibited spending defense dollars on any United Nations opera- tion in which U.S. soldiers were un- der the operational command of a foreign officer. Minutes later, it adopted, 96-2, a non-binding resolution calling for U.S. troops to be placed under the operational control of qualified com- manders. The so-called sense of the Senate amendment also urged the president to consult with Congress before plac- ing combat forces under foreign com- mand and asked for areport within48 hours of the decision. Sponsoring this measure were Sens. Sam Nunn (D-Ga.) and John Warner (R-Va.). Sens. Malcolm Wal- lop (R-Wyo.) and Charles Grassley (R-Iowa) were the only opponents. Congressional dissatisfaction with the administration's foreign policymaking has fueled Senate ef- forts to curb the president's power, and for the second straight week the White House had to fend off congres- sional limits. "I think the administration has been given a warning light," Nunn said of the debate and subsequent votes. Sen. Don Nickles (R-Okla.) spon- sor of the losing measure, said the Nunn-Warner amendment to the fis- cal 1994 defense spending bill was "good cover" for his colleagues. Two more battles loomed over amendments by Senate Minority Leader Bob Dole (R-Kan.) on prior congressional authorization for the use of the military in Haiti and Bosnia.
