John Engler and final approval could come as soon as this week. Sale of theAccidentFund ofMichi- gan, passed earlier by the Senate, re- turns following House approval last week with minor changes. The issue figures to have little trouble in the Sen- ate, given GOP support for the privatization. Both Senate and House are slated to try and polish off the state budget for the fiscal year that starts Friday. Most of the $7.9 billion spending plan is in place, but three bills still need final approval. "Additional work remains to be done and time is running short," bud- get director PatriciaWoodworth saidin a letter last week to legislative leaders. "It is our hope that the remaining bills will be sent to the governor quickly in order to keep all of state government operating on Oct. 1." She said if the remaining budget bills aren't passed, the administration will "begin theprocessofshutting down those portions of state government that are still withoutbudgets." The Accident Fund bills survived their journey to the House. They ad- vanced Thursday with the main bill passing with no room to spare, 56-48. The state could get $100 million to $250million for the state's largest writer of workers' compensation insurance. Democrats argued that selling the fund would lead to higher rates for business, a loss of jobs, and ultimately less help for injured workers. Republicans countered that the Ac- cidentFund only became state property in 1988 thanks to a court ruling. The Michigan Court of Appeals said it was a state agency, not an independent mu- tual insurer, capping years of dispute. The Legislature created the Acci dent Fund in 1912 to provide insurance coverage for workers, mainly at small businesses, hurt on the job. Engler and Republican lawmakers have pressed for the sale of the Acci- dent Fund. They contend the state should get out of the insurance business since 200 companies offer workers' com pensation coverage in Michigan. The legislation would provide for the transfer of the Accident Fund to a private insurer and require the acquir- ing insurer to comply with state work- ers' compensation insurance practices. According to Senate figures, last year the Accident Fund had 470 em- ployees; a surplus of $72.8 million; 30,143 policyholders; and $179 mil- lion in premiums. The money the state gets from the AccidentFund would go into the Bud- get Stabilization Fund. Also planned is action on the Na- tiveAmerican gaming compact. It was signed by Engler and the state's seven tribes faces action in a Senate com- mittee and then on the Senate floor. It swept through the House on a voice vote, although Sen. John Kelly (D- Grosse Pointe Woods) is poised to fight it in the Senate.
