EAST LANSING (AP) - Black children born in Michigan will face an uphill road all their lives, according to a gloomy annual report issued yesterday. New political strategies must be found and implemented if Michigan's "persistent racial inequality is to be reversed," said the State of B lack Michi- gan 1993 report. "Black children born in Michigan can expect to encounter inequality at every stage of their life," said Joe Darden, dean of Urban Affairs Programs at Michigan State University and coordi- nator of the report. The university issued the report for the 10th time, and Darden said little has improved for Michigan Blacks over the last decade. "Race is still a significant factor in American society," he said. "We cannot ignore the factor of race." Authors of the latest report empha- sized that Michigan officials must at- tack family and societal problems be- fore they result in children raised in poverty, abuse and neglect. Those fac- tors produce the criminals who are crowding Michigan prisons, they said. "We have to go back to the cause," said Bennie Stovall, executive director of the Children's Aid Society of Detroit. "Right now these are children who 10 years from now, 20 years from now, will be wards of the state." But the experts expressed frustra- tion at the attitudes of lawmakers and society. They said people pay attention only when a problem, such as crime or drugs, directly threatens them. "We've been saying this for 10 years," said Charles Anderson, presi- dent and chief executive officer for the Detroit Urban League. "It's a voice in the wilderness." Ronald Brown, associate professor of political science at Wayne State Uni- versity, said Gov. John Engler's call for lower taxes and less governmentdoesn't win over many Blacks. "Engler's rating in the Black com- munity is lower than it would be among white voters," he said. "Not because he is a Republican, but because of the issues he has put forth." Dr. Joe Darden addresses a conference at Michigan State University yesterday. Yesterday's report made the follow- ing points, among others: EThe statusof Blackchildren didn't improve over the last decade. Those children had a higher poverty rate than whites, and the Black infant death rate remains more than double the rate for white infants. * The health carestatus of Blacks in Michigan continues to decline and the gap between whites and Blacks remains. Blacks, 14 percent of Michigan's population, accounted for 52 percent of the AIDS cases In 1992. Blacks older than 65 in 1990 were more than twice as likely as their white counterparts to be poor, and elderly Black women are more likely tobe poor than Black men.
