Ira Magaziner, coordinator of the president's health-care task force, says a "health security card" could be part of the plan Clinton expects to give Congress this spring. Two congressional aides with ties to the task force, both speaking on condition of anonymity, said Social Security numbers were being considered as the identification number for the cards. More than 200 million Americans have Social Security numbers. All parents who want to claim a child as a tax deduction must now get a Social Security number before the baby's first birthday. One of the congressional aides said the medical ID card would likely apply first to patients who receive free or assisted medical care under the plan. Eventually, every consumer could get a health card. An estimated 37 million Americans currently do not have health insurance. Privacy experts contend that use of Social Security numbers could compromise the confidentiality of a patient's medical history in this age of computerized, womb-to-tomb records. "It's not a secure identifier," said Evan Hendricks, editor and publisherof the Privacy Tunes, abiweekly newsletter in Washington on privacy issues: "If your Social Security number falls into the hands of an unscrupulous person, it can potentially ruin you financially or otherwise." It's not clear how sophisticated the medical HD cards would be-as simple as aplastic card with aname and number or something closer to the cards used to gain access to automatic bank teller machines. A congressional aide said the cards could be used by doctors and hospitals to call upacard holder's medical records, such as their insurance benefits, from a computer. Magaziner told consumerand health advocacy groups on Friday that a"smart card" that would cany the cardholder's detailed medical history in a microchip is several years away. The health industry spends an estimated $35 billion a year on excess paperwork; computerized records is seen as a way to cut those costs. Critics say employers, creditors or insurance companies could obtain medical information and use it to deny someone a job, credit, or life or car insurance. "The use of the Social Security number is an invitation to abuse," said Marc Rotenberg, director of the Washington office of Computer Professionals for Social Responsibility. "It is the key that unlocks all the doors to personal files." Social Security numbers already are widely used as identification, however. The Internal Revenue Services uses them to identify taxpayers and they are used to track welfare recipients, military personnel or patients at veterans hospitals. Social Security numbers are also the student number at some universities, the driver's license number in many states, and required information for many credit cards or other financial records. Bosnians still struggle after one year of war SARAJEVO, Bosnia-Herzegovina (AP) - Marking the first anniversary of the war that has shattered their lives and their city, residents of Sarajevo waver between resignation and disbe- lief. The Serbs have seized 70 percent of Bosnia's territory, and the eastern en- clave of Srebrenica is on the verge of falling to the Serbs. "Please do something to save Srebrenica and to stop this tragedy, the greatestsince WorldWarlI,"Izetbegovic wrote to President Clinton in a letter read on Bosnian'IV.
