However, while most members of Congress agree the campaign financ- ing system is in need of an overhaul, they cannot reach a consensus about how to do it. "The process does need reform. Too much time is spent raising money, as opposed to governing," said Armetta Parker, deputy press secretary to Sen. Carl Levin (D-Mich.) To raise enough money to sup- port a typical re-election campaign, Senators have to raise an average of $16,000 each day of their six-year term. While public outrage over the in- fluence of special interest groups has grown over the years, many officials claim they have little choice other than to accept the money. "The key remains the special in- terest groups," said Rep. John Schultz (R-Texas). "While the pub- lic wants us to be less dependent on them, the fact remains that if we don't go after the money, then our opponents will." He added, "The alternative is to limit the amount of spending and have public funds finance that amount, but I'm not sure the public is willing to pay the bill. However, reforming the system may not be as simple as public financing. Rep. Marsha Wilson (R-Calif.) said a major obstacle exists in that Democrats are often unwilling to try to change the system that has put them in control of both branches of Congress. But Democrats are not the only ones standing in the way of reform. Sen. Mitch McConnell (R-Ky.) calls the Democrats' proposals for public financing an "entitlement program for the politicians." Opponents counter that the cur- rent system is an entitlement pro- gram, but one that only serves the incumbents. "The challenger needs to be able to spend more money than the in- cumbent because they have to build up the name recognition that the cur- rent office-holder already has," said Politicians, students ponder campaign reform legislation by Andrew Taylor Political action committee contributions to congressional candidates have grown to more than four times what they were in 1980. Before the House last week, Majority Leader Richard Gephardt (D-Mo.) said, while public financing is an incentive for the acceptance of voluntary spending limits, "there are other ways to encourage compliance." Reduced rates for mailing and TV advertising are "the main in- ducements to get the limits ac- cepted," Gephardt said. The average Senate campaign costs $4 million - four times the cost of a 1980 bid. The average House campaign is $400,000, up from $140,000 12 years ago. It doesn't really matter where it comes from," Parker said, adding that the overall spending limit is more important than the role of public financing. Current proposals would prohibit Senatorial candidates from taking more than 20 percent of their funds from PACs. House candidates would be limited to $200,000. University students' views on campaign reform are as varied as those found in Congress. "I don't quite understand why people are so much against PACs, when almost everybody belongs to at least one or more," said Brian Smith, an LSA sophomore. Engineering junior Randy McHale said "There should be limits on spending because an average per- son can't afford to run for office. Politics has become a game of the rich, and that's not what it was in- tended to be." Holland's lecture, titled "Where Did You Get That Idea?" examined the creative and innovative aspects of a complex adaptive system in a sophisticated, technical manner.. To assist lay people in under- standing his lecture, Holland com- pared the adaptive system to an of- fice, constantly generating and act- ing on memos. Holland described the process that causes external action in the side the office ... not often (laughter)... but from time to time. Those are the messages, then, that cause the system to do something in the external world," said Holland. Holland's research in artificial in- telligence assisted him in the pio- neering work he has done, said Rackham Dean John D'Arms.
