A-. by Kenneth Dancyger Daily Faculty Reporter Concerned teaching assistants (TAs) will have a final chance to cast their ballots today, and determine whether a strike is an appropriate action to take if the Graduate Employees Organization (GEO) and the University do not reach a contract agreement soon. GEO Bargaining Committee Chair Jon Curtiss said several de- partments did not receive their strike-authorization ballots until late last week. Members who did not have the chance to vote - for or against a strike - will have the op- portunity to do so in the Fishbowl from 10 a.m.-1 p.m. today. A "yes" vote will give GEO's Steering Committee the power to call a strike if it feels that option is necessary, Curtiss said. The union decided to distribute strike-authorization ballots to its members after more than five final talks today TAs given chance to vote on strike option Abortion gag rule still binds Macomb months of negotiations with the University. Today marks the last day TAs are covered under their current contract, which was originally set to expire Feb. 1. The contract has since been extended twice by the University - first to March 7 and again until today. At their final bargaining session this evening, GEO and the University will attempt to settle their financial differences and sign a new contract. If a settlement is not reached by midnight tonight, the University can extend the TA contract to allow for further negotiations, or the two par- ties can call for third party mediation - as outlined in the contract. If the contract is left to expire, the TA union can continue to negoti- ate or take whatever actions the members and the GEO Steering Committee deem necessary. LANSING (AP) - Few agencies balked at complying with the end of a federal rule that had barred federally-funded family planning clinics from mentioning abortion to pregnant women, a state official said. But Terri Wright of the Michigan Department of Public Health said at least one county - Macomb - has yet to reinstate mention of abortion as an option for pregnant women. "How does that jeopardize or not jeopardize the funds - that's the question," said Wright, chief of the Bureau of Child and Family Services. Wright said Macomb County of- ficials notified the department that it was not complying with President Clinton's order lifting the ban on mentioning abortion at federally funded clinics. The department is awaiting word from the federal government on how to proceed, Wright said Thursday. Former President Bush had is- sued the ban, but it was never fully implemented because of court chal- lenges. Macomb County imposed its own ban barring discussion of abortion as an option and so far has not lifted it. "I'm not allowed to mention the 'A' word," said Dan Lafferty, Macomb County director of public health. Opposition to mentioning abor- tion is overblown, he said, because the clinic would do little more than list abortion as an option and dis- tribute a list of clinics that perform the procedure. One county commissioner has written both the Clinton administra- tion and the state asking if the county can continue to receive fed- eral funds if it refuses to allow men- tion of abortion at its family plan- ning clinics. At stake is about $300,000. "The family planning program is an extremely valuable program. To eliminate those dollars just so you couldn't discuss the options I think would be a serious mistake," said Bill Sowerby. The commissioner who pushed for the ban two years ago defended its legality. "Government should not be in- volved in doing what private indus- try already does. There are 17 differ- ent abortion clinics in the Yellow Pages they can call," said Nicolyn Brandenburg. Brandenburg said money not spent on telling women that they can abort their pregnancies is better spent on immunizations and other health services. Carol King, executive director of the Michigan Abortion Rights Action League, contended the Macomb County ban violates federal law. "It's outrageous. It's absolutely outrageous and frankly it should not be tolerated," she said. "I'm always astonished at the willingness of elected officials to spend taxpayer dollars on frivolous matters, defending laws and policies that are clearly illegal. There are so many real problems in Macomb County. It's outrageous to me that they would willingly adopt a posi- tion or a policy that is unconstitu- tional, that won't stand up, that is contrary to the president's executive order." A lobbyist for Right to Life of Michigan contended agencies are free to refuse to mention abortion. Ed Rivet said original legislation setting up the Title 10 family plan- ning program said funds were not to be used to promote abortion. "Any county or health program who decides that they're not going to discuss abortion are going to be fol- lowing the spirit and the letter of the law most accurately," he said.
