Gen. Ratko Mladic made the offer to allow the partial evacuation of Konjevic Polje and Srebrenica at talks with Gen. Philippe Morillon, the U.N. commander in Bosnia. But as relief officials announced plans to evacuate sick and wounded from one area today, the commander of Bosnia's Muslim-led government troops opted for a military response. Sefer Halilovic ordered a counter-attack against Serbs in eastern Bosnia to free thousands of trapped civilians. The attack ended a unilateral cease-fire declared weeks ago by Bosnia's government forces. On Sunday, U.N. Secretary- General Boutros Boutros-Ghali warned warring Muslims, Serbs and Croats that failure to accept a U.N. peace accord partitioning Bosnia into ten provinces could prompt the dispatch of U.N. ground forces to enforce a peace. "There really is no alternative," said Danish Foreign Minister Niels Helveg Petersen. Both Serbs and Muslims still re- ject key elements of the plan. Anders Levinsen, representing the U.N. high commissioner for refugees in the northeastern city of Tuzla, said a U.N. convoy would head for Konjevic Polje today to evacuate civilians. Applications are available at Counseling Service, WASHINGTON (AP) - President Clinton will try to shore up support for his economic program and take the sting out of threatened base closings by moving this week on a multibillion-dollar program to help cities and industries, hurt by defense cutbacks. The White House announced the "defense conversion" initiative yesterday as Clinton stepped up his lobbying campaign to keep his economic plan intact and win congressional approval. He used a sympathetic audience, the National League of Cities, to defend his plan against criticism that it raises taxes too much and contains new "stimulus" spending unneces- sary in a rebounding economy. Clinton invited the league to help him persuade Congress "to pass the whole program and not pick it Sasser. The additional cuts will be accomplished by stretching out spending on programs Clinton calls "investments," such as improvements to the nation's highway system, he suggested. The president, enthusiastically greeted by the mayors and other city officials, told the league that signs of an economic comeback are misleading. The recovery is accompanied by "slow growth and weak job creation," he said. The president will formally announce his defense conversion program later this week, said White House communications director George Stephanopoulos.
