Rivers adds amendments to assisted suicide bill by David Shepardson Daily Government Reporter Ann Arbor state representatives played "Let's Make a Deal" Thursday in debate over the assisted suicide bill. Democratic Reps. Lynn Rivers and Mary Schroer supported the new assisted suicide bill in exchange for procedural safeguards. The bill passed the state House 96-10. Heeding intense public pressure, the legislature passed a new bill making assisted suicide punishable immediately. The original bill, which passed in December, would not have taken effect until March 30. Assisted suicide is considered a felony and can result in up to four years in prison or a $2,000 fine. The law is scheduled to remain in effect for 15 months. This temporary ban is aimed at stopping the actions of Dr. Jack Kevorkian, the retired Royal Oak pathologist who has helped 15 peo- ple commit suicide since 1990. But Kevorkian has said he will "violate a bill, that I strongly believe to be unconstitutional." The controversy over doctor-as- sisted suicide intensified when he doubled the number of patients he helped to commit suicide in the last two months. In changing the law, Rep. Rivers proposed a pair of amendments to protect doctors and caregivers from being unfairly prosecuted. The first amendment makes it le- gal for people to refuse medical treatment. It also allows health pro- fessionals to remove life-support machines or stop treatment with the patient's consent or a living will. The second amendment protects caregivers who give pain-easing medications like morphene, which may have the effect of lessening the patient's lifespan. Rivers said the amendments were needed to protect members of the health profession and to allow peo- ple to continue to "die with dignity," if they so choose. Also charging that the bill is un- constitutional, the Michigan chapter of the American Civil Liberties Union (ACLU) sued to block the state's assisted suicide law yesterday, claiming it violates both the state and U.S. Constitutions. The ACLU filed the suit in Wayne County Circuit Court on be- half of two cancer patients and eight health professionals. Attorney Elizabeth Gleicher said the group will go to court within the next seven days seeking an injunction to stop enforcement of the law. John Truscott, press secretary for Gov. John Engler, said he is confi- dent the law will stand up to legal challenge. In the meantime, a soon-to-be- created study commission will examine the issue of assisted suicide.
