The Michigan Daily- Friday, March 20, 1992- Page 7 Users say ITD cut symbol of poor communication by Joshua Meckler Daily Staff Reporter The decision of the University's Information Technology Division (ITD) to cease funding for one of its services has incensed many com- puter users at the University and -prompted more than 1,000 users from around the world to send elec- tronic messages in support of the system. The service, called the Archives, is a collection of thousands of pro- grams which have been written for use on various computers. The ma- jority of the programs are intended for use with MS-DOS or on the Macintosh, but there are also pro- grams for use on the NeXT com- -puter, the Amiga computer, as well as a collection of Atari programs. The Archives, which include a variety of programs such as disk-re- covery utilities, games, fonts and virus protection programs, can be accessed by users from around the world via various computer net- works. Archive Administrator Fred Swartz, ITD senior systems research programmer, said although he does not know exact user figures, he knows the Archives are accessed at least 2,000 times a day. However, most of the users, he said, only ac- cess the Archives once a month. ITD's decision to cut funding from the Archives is a direct result of a recent $3.2 million reduction to its General Fund budget, said Kathleen McClatchey, an ITD spokesperson. Associate Director of Research Systems Mike Clark, whose division includes the Archives, said he real- izes the Archives' value. "What makes the Archives so special is that there's a groun of about 15 archivists 'I'd be hard pressed to find other sites that provide the same kind of service that the Michigan archives do.' - Charles Lloyd software systems engineer all around the world - most who are at the University - who through their efforts go through software checking for viruses and making sure it is useful. The decision to stop funding the Archives, Clark said, was based on economics. He said the Archives cost $85,000 in direct salary costs for Swartz and two part-time archivists, and an estimated $6,000 to $10,000 in operating expenses. ITD wants to move the Archives to another outside computer system, thereby saving the resource and dumping off its costs, Clark said. "Is a basic Archive system more impor- tant than a basic service like E-mail? Sure there's prestige, but if we can find someone else who can provide it, it seems to me, in the balance we've one, reduced our costs, and two, we've preserved use for the University," he said. However, users of the service say ITD is foolishly ending support for a useful function that costs relatively little, brings prestige to the University, and provides service to thousands of people. And they say ITD is going ahead with its plans without listening to user input. Charles Lloyd - software sys- tems engineer at General Electric Medical Systems in Wisconsin - wrote a support letter to ITD and said in a recent interview he uses the Archives to find up-to-date virus- protection software, utility programs, and games and fonts. "I think its a very valuable ser- vice. I'd be hard pressed to find other sites that provide the same kind of service that the Michigan archives do," Lloyd said. Aerospace engineering senior Tom Harrold said he would have liked to have had a chance to air his views about the Archives decision. "I was never offered a chance to give my opinion. I think that what bothers a lot of students is that they don't get a chance to give their input on stuff like that." Clark said user input was not heavily considered in the most recent batch of cuts because of time limitations. ITD is currently working to facil- itate more dialogue between its de- partment and the University com- munity, Clark said. Associate Professor of Linguistics John Lawler, who has been using the Archives to build a collection of programs useful in his field, said he thinks ITD is looking more closely at itself than at the users and their needs. Clark, Swartz and some of the archivists said they are actively searching for an organization to take the Archives.
