RIYADH, Saudi Arabia (AP) - Saudi Arabia's absolute ruler, King Fahd, took a tentative step toward sharing power yesterday by an- nouncing the long-promised creation of a 60-member advisory council. The Majlis al-Shura will have no political power. Yet its creation by royal decree marked a radical step toward the possibility of pluralism in the Islamic kingdom ruled by the Al- Saud family since 1932. The country's monarchs have been promising political reforms for three decades. Pressure for change, He also said the council would be complemented by a body of political administrators similar to provincial governors, but did not elaborate. The decree indicated the council will have no power, but will "express opinions on what the king refers to them on general economic principles and treaties, proposing what they deem best." Similar councils exist in several Persian Gulf sheikdoms. All are wholly or partly appointed by the ruler and none have political power. Diplomats said the shape and in- fluence of the new council will de- pend on how Fahd divides represen- tation between conservatives and liberals. Liberals believe the kingdom's international stature and influence should be matched by a political sys- tem more in line with the rest of the world. But religious conservatives, who have been increasingly critical of the government since the war, fear re- forms will dilute Islam's role in government and thus their own traditional power.
