The Michigan Daily - Wednesday, February 19, 1992- Page 7 I U.S. sub hit by Ru ssian, vessel WASHINGTON (AP) - In a jarring reminder that Cold War dangers haven't disappeared, the Navy said yesterday that one of its nuclear-powered attack submarines was hit by a Russian sub last week in the Arctic Ocean. U.S. officials said they weren't sure which vessel was at fault. Pentagon officials said the USS Baton Rouge, a Los Angeles-class attack submarine, was on a routine patrol in the Barents Sea at the time of the collision. There was no report of nuclear contamination in the area of the ac- cident. "The question is, why are we do- ing this kind of operation now? The Cold War is supposed to be over," said James Bush, a retired Navy cap- tain and submariner. "The seas are free for everybody to operate in," said Adm. Frank Kelso, chief of naval operations. "I don't think anything is going to change that." U.S. agrees to joint defense MOSCOW (AP) - The United States and Russia, in a first step toward a joint defense system, agreed yes- terday to set up an earlywarning center to alert them to ballistic missile attacks, U.S. officials said. Secretary of State James Baker and Russian Foreign Minister Andrei Kozyrev also agreed on accelerated high-level talks toward an accord to sharply reduce their long-range nuclear arsenals, Kozyrev said. Baker and Kozyrev decided to jettison the cumber- some arms control negotiating procedures of the Cold War, which involved large teams of experts working for years to reach agreement. They agreed instead to conduct the negotiations themselves with a completion goal of July, when President Bush and Russian President Boris Yeltsin meet in Washington. "Hopefully we're beyond the point of having to ... spend endless months and years haggling over the tini- est points and details," Baker said after meeting for more than two hours with Kozyrev. Baker said he hoped the North Atlantic Treaty Organization would join in the proposed early warning system, saying that other countries would also be wel- come if they acted "in a responsible way." The center would be established by the United States and Russia and would also be open to participation by the former Soviet republics in the Commonwealth of Independent States, said a senior official traveling with Baker. U.S. to work on trade relationship with Japan WASHINGTON (AP) - U.S. and Japanese business leaders yesterday pledged to work for a better trade relation- ship but did not say whether or when the two nations' $41 billion trade gap would shrink. Ending three days of talks, top executives of U.S. and Japanese companies issued a statement advocating teamwork to increase U.S. exports to Japan. "The chronic high trade imbalance between the United States and Japan is a matter of serious and growing concern which needs to be forcefully addressed," the statement said. Spokespeople for both sides avoided commenting on legislation pending in Congress that would limit Japanese access to the U.S. auto market unless Japan erases its U.S. trade surplus within five years. But they voiced opposition to additional trade limits in either country.
