Bush encouraged voters to put pressure on Congress to pass the plan by the March 20 deadline he set forth in his State of the Union address last month. "I sent a comprehensive plan to Congress," Bush said. "This plan includes deductions for student loans, a tax relief provision for families with children - it's there. "I've broken out seven propos- als that will have an immediate ef- fect on stimulating the economy," he said. The most recent polls show Tsongas with as much as a 10-point lead over his nearest competitor in the state. Republican polls show Bush with approximately a 60 per- cent to 30 percent lead over chal- lenger Pat Buchanan. Political analysts have said any percentage over 30 for Buchanan would be a major concern to the President. CUOMO Continued from page 1 the choices. In polls where Cuomo's name is offered as a choice, his support has run as high as 9 percent. Supporters, once discouraged, said they are extremely enthusias- tic about the swelling of momentum. "I'm encouraged," said Kate Duval, a Manchester resident who joined the movement in January. "I think we're looking pretty good in the polls, I mean considering the circumstances. j h Duval said she joined the move- ment for two reasons. "When, on December 20, he said he couldn't run, I was very upset and disappointed," she said. "And when I started looking at the other Democrats, none of them made me enthusiastic. "Then, my husband and I de- cided that if he couldn't campaign, we would campaign for him," she said. Jim Kiepper, a political biogra- pher at the State University of New York at Albany who has cov- ered Cuomo extensively, attributes all of the attention to the fact that the "Draft Cuomo" campaign is a novelty. "All of the other candidates have been covered. This is just the newest thing," he said. Regardless, Cuomo supporters remain excited. "The governor has the best pro- gram," Massachusetts resident George Degrasse said.
