The Michigan Daily - Thursday, February 6,1992 - Page 7 City creates new recycling service Curbside program includes apartment buildings, multi-family housing by Nytasha Walters The city of Ann Arbor will be piloting new territory as one of the only communities in the country providing curbside recycling to all its residents beginning April 1. All multi-family housing unit managers and landlords are re- quired to file a Recycling Applica- tion with the city by March; fail- ure to do so could result in the cer- tificate of occupancy being revoked. Nancy Stone, Education Coordi- nator for the Ann Arbor Solid Waste Department, urged students living in large apartment buildings currently without curbcarts to check if their landlord had filed an application for a recycling curbcart. After the city finishes dis- tributing curbcarts in April, curb- side recycling will be available to all Ann Arbor residents, including those living in apartment buildings and multifamily units. The combination of the City's recycling program and the Univer- sity's residence hall program will provide all University students with the opportunity to recycle. The city is under pressure to find alternative means of waste disposal, such as recycling, to deal with their mounting trash prob- lems because the Ann Arbor land- fill has almost reached capacity. Despite the efforts of Ann Arbor's Solid of the city Waste De- partment and Recycle Ann Arbor to promote recycling, Stone esti- mated that only half of all poten- tially recyclable material is being pulled by residents from the waste stream. Stone explained that the city is increasing their distribution of ed- ucational material to raise resi- dents' knowledge about recycling opportunities. She said the city hopes to avoid implementing penalties for failing to recycle, but if educational efforts fail the city will have to look at stronger methods to raise participation. "Providing curbside recycling for multi-unit apartments is a whole different ball game," said Tom McMurtrie, of the city's solid waste department. McMur- trie said that because they are tran- sient population, student participa- tion in recycling is not as high as that of homeowners. University students said that although they felt recycling was important, they did not necessarily actively participate. LSA Junior Tammy Giluk said,"When we lived in South Quad we recycled because the boxes were right there. But we don't take the initiative ourselves - there's really is no justification for (not recycling)." Giluk said part of the reason she doesn't recycle is because it doesn't directly affect her. "We .all know that it is impor- tant, but the problem doesn't seem immediate - it doesn't seem close to us. You can tell someone it is, but until it affects someone's life directly it's hard to make the effort." But many University students said they have made an effort to re- cycle. LSA senior Jennifer Grey said she realized how important re- cycling was after visiting a land- fill for an environmental course. "It was incredible the amount of unnecessary waste I saw at the landfill and the amount of land wasted by landfilling," Grey said. Grey said she recycles every- thing possible, even though she has to take it to a drop-off station since she doesn't have curbside recycling yet. She said she believes that peo- ple's failure to recycle was due to a lack of awareness of the problems recycling can help solve. Student and apartment manager Dave Nelson said that almost ev- eryone in his building recycles. "I see people going out to place recy- clables on the curb all the time." Nelson added that he couldn't see why someone wouldn't recycle. "With the convenience of having containers right in your room it's so easy to recycle, you might as well do it," he said. LSA senior Tom Wagner agreed that recycling was important, ex- plaining that recycling is the first step in solving the waste disposal crisis. But Wagner also said many peo- ple still don't recycle because they think of their part in the big pic- ture as insignificant. Recent studies in recycling par- ticipation at the School of Natural Resources have found that al- though an individual may believe recycling is important, barriers may prevent the individual from actually recycling, Prof. Raymond DeYoung recently discussed in his course Conservation Behavior. Studies found that the amount of time and energy demanded by re- cycling, lack of an individual's sense that their participation will make a difference, and lack of social support were common barriers found that prevent participation, DeYoung said. The study concluded that a greater effort must be made by edu- cators to overcome these barriers if recycling participation is to increase.
