Seventy-five percent said president's new tax proposal will not significantly affect personal finances WNEW YORK (AP) - Three out of four Americans believe President Bush's tax proposals would not make a significant change in their personal finances and just 38 percent say he deserves re-election, accord- ing to an Associated Press poll. . Results of the po1l highlight the considerable challenge facing Bush as, he prepares to launch his camn- * paign for a second term while under pressure to revitalize the recession- bound economy. Forty-eight percent said Bush does not deserve re-election to a sec- ond term. That view was shared by 21 percent of Republicans and 52 percent of independents, whose swing vote could prove crucial in deciding the outcome in November. Fifteen percent said they did not know or did not answer. The poll showed pessimism about the economy as a clear influ- ence 'on those saying Bush has not earned re-election. Democ rats were named by 41 percent of those polled as the party that would do the best job -in deal- ing with the economy, while 38 per- cent said the nation's economic problems would be safer in Republican hands. The telephone poll of 1,000 Americans was conducted Wednesday through Sunday by ICR Survey Research Group of Media, Pa. It has a margin of sampling error of plus or minus 3 percentage points. Bush proposed a variety of tax breaks for businesses and individu- als, including tax credits for first- time home buyers. Ile announced that the government would with- hold less from individual paychecks, a move designed to pump more cash into the economy. Bush also renewed his longstand- ing demand for congressional pas- sag~e of a reduction in the tax on cap- ital gains. Among those surveyed, just 29 percent said they expected to derive some personal benefit from those proposals, while 61 percent said they would not and 10 percent ex- pressed uncertainty. Only 42 percent of Republicans polled expected to benefit from Bush's proposals. The pessimism seemed to center more on pocketbook concerns than on whether Bush could get his pro- posals enacted by the Democratic- controlled Congress. Just 18 per- cent said they expected a significant difference in the amount of money they will have if Bush's proposals are adopted. A full 74 percent said adoption of Bush's proposals would not make a difference. Among Republicans, it was 69 percent.. This pessimism is strongly linked to Bush's re-election support, showing up in the responses of 82 percent of those saying Bush does not deserve a second term. With the election still nine months away, Bush has plenty of time to recover support, especially if there is a recovery. While recession worries have clearly helped the Democrats~. 51 percent said it would make little difference to their future well-be- ing no matter, which party won..' Twenty-two percent thought the Democrats were a better bet while 20 percent chose the Republicans. Television network polls have shown a leveling off of President Bush's job approval rating, which plunged from around 90 percent during the Gulf W~ar to under 50 percent by December. It has re- mained at 46 or 47 percent since then. In the horse race polls that pit Bush against an unnamed Democrat,. the president broadened his lead from 47-45 in early January to 52-43 after his State of the Union speech, CNN and USA Today reported this week.
