TOC chief Helmick
resigns under fire

LAUSANNE, Switzerland
(AP) - Former U.S. Olympic
Committee President Robert Hel-
mick resigned from the Inter-
national Olympic Committee today,
just hours before he faced possible
expulsion for alleged ethical
misconduct.
As the IOC Executive Board
prepared to decide whether he
should be dismissed, Helmick sub-
mitted his letter of resignation to
IOC President Juan Antonio Sama-
ranch.
"I am taking this action because I
believe it is the decent thing to do
and because it serves the best inter-
est of the IOC and the United States
Olympic movement by returning
the focus to the programs for ath-
letes," the letter said.
The move avoided the prospect of
an ugly showdown between Hel-
mick and a committee that appeared
determined to force him out.
"It was the elegant outcome of a

very difficult and complex situa-
tion," said IOC Vice President
Kevan Gosper.
Helmick had been an IOC mem-O
ber - a lifetime post - since 1985,
and a delegate on the IOC Executive
Board since 1989.
Helm ick, a lawyer from Des
Moines, Iowa, resigned as USOC
president Sept. 18 amid allegations
of conflicts of interest in his busi-
ness dealings with clients connected
to the Olympic movement.
An investigation by the newspa-
per USA Today alleged that he had*
been paid more than $300,000 in re-
tainers from the companies.
A subsequent investigation by
former U.S. deputy attorney general
Arnold Burns found that Helmick:
repeatedly violated the USOC's eth-
ical provisions. Burns reported that
Helmick abused his office by repre-
senting clients with business ties to
the USOC and failed to disclose@
some of the relationships.
