The CIC, which was founded in 1958, is comprised of the current Big Ten members plus the University of Chicago, one of the original Big Ten schools. The organization mainly serves the undergraduate students of the Big Ten and undergraduate education as a whole, according to CIC Executive Director Roger Clark. "We emphasize minority educa- tion, library cooperation and under- graduate education generally," Clark said. "In running a number of pro- grams, we coordinate a major region- al computer network, study-abroad programs and student-aid programs. We take as our province everything excluding intercollegiate athletics. "The presidents didn't mention the CIC in public," Clark said. "They mentioned academic standards but didn't talk about us. If Penn State joins the Big Ten, the chances are pretty good they would join the CIC, but we don't know. We haven't talked with them." While the CIC may not have been mentioned in public, it was definitely on the mind of conference officials, Northwestern University Relations Director Ken Wildes said. "There is a lot more to the Big Ten than football, basketball and athletics," Wildes said. "Penn State would be a great addition to the CIC, which would help this conference academically through research." "As far as the actual research, though, it isn't really shared." Aside from the public reasons for "inviting" Penn State into the Big Ten, there were undisclosed explana- tions for the deal as well. North- western's financial problems led to rumors the school would leave the Big Ten, Duderstadt said. "There was increasing concern Northwestern would have great diffi- culty staying in the Big Ten, and there was a very significant chance we could lose Northwestern over the next decade," Duderstadt said. "The interest in Penn State was partly a defensive interest. "Penn State would be the logical replacement for Northwestern, and (the feeling was) let's get them now." Others dispute Duderstadt's asser- tion. "Northwestern is not dropping out of the conference," Purdue Presi- dent Steven Beering said. "We dis- cussed that with Northwestern, and they're staying." At Northwestern, Associate Ath- letic Director for Intercollegiate Affairs Betsy Mosher responded hos- tilely to Duderstadt's claim. "We aren't going anywhere," she said. Penn State VP Garban also said joining the Big Ten would make Penn State a member of an all-sports conference, a goal it has been seek- ing to achieve for many years. Cur- rently, the Nittany Lions participate in the Atlantic 10 Conference in every sport but football, which the conference does not sponsor; Penn State is an independent in football. "The fact that we did want to get ourselves into a conference where all of our teams could participate - an all-sports conference (was impor- tant)," Garban said. "We've had a number of opportunities to associate in a football conference, but our consensus opinion here is, without a question, we wanted an all-sports conference." One consideration apparently not discussed by the Big Ten or Penn State was finances. "Our feelings as we've gone into this from day one is this was not a revenue decision," Garban said. "Our fondest hope is that it would be revenue neutral for the Big Ten and for Penn State." The Big Ten presidents said while they were not looking for new revenues, they would examine the possibilities of losing money before they finalized the deal. In essence, all involved see Penn State's similarity to Big Ten schools athletically, academically and ideo- logically as the main reason for their possible incorporation.
