The Michigan Daily - Monday, February 19, 1990 - Page 7 Ranking ANC member asks whites for help JOHANNESBURG, South Africa (AP) - A top-ranking exiled leader of the African National Congress, in an unprecedented interview shown yesterday on state-run television, ap- pealed to whites to help build a post- apartheid South Africa. Thabo Mbeki, the ANC's equiva- lent of a foreign minister, told view- ers they had been the victims of a prolonged misinformation campaign that depicted his organization as seeking to impose a communist- style one-party state. "What has inspired the ANC for all these 70-plus years of its exis- tence has been the vision of a South Africa that belongs to all the peo- ple," Mbeki said from Lusaka, Zambia, the group's headquarters. "If they acted together, they could trans- form this country into something great." It was the first time the South African Broadcasting Corp. has con- ducted and broadcast its own in-depth interview with one of the ANC's ex- iled leaders. On Thursday, it carried an inter- view by two of its reporters with Nelson Mandela, the ANC leader freed Feb. 11 after 27 years in prison. Until Feb. 2, when President F.W. de Klerk lifted a 30-year ban on the ANC it was a crime for Kyodo News Service predicted 271 seats for the Liberal Democrats, enough to control all standing com- mittees in the house but far short of the 295 they held after the last elec- tion in June 1986. "I think we have defended our ma- jority at least," said Ichiro Ozawa, secretary-general of the party, while conceding the loss of rural seats where farmers reacted angrily to in- creased imports of agricultural prod- ucts. About 73 percent of the 90.5 million eligible voters - a high turnout - cast ballots. The election was seen as a test of whether the Liberal Democrats had recovered from a disastrous year of scandals and implementation of an unpopular three percent sales tax. Two conservative prime minis- ters resigned in quick succession last 'Simply being elected does not mean one is absolved' -Tsuruo Yamaguchi Secretary-general, Socialist Party year amid sex and money scandals, and the Socialists' popular chair, Takako Doi seemed to have a chance to tilt Japan to the left. But the conservative Japanese voters rejected that bold step, though the Socialists enhanced their stand- ing as the number one opposition party. They had 83 seats in the out- going house. Doi refused to concede defeat or comment in detail before the final count. "I'd like to wait until the re- sults are in, but hope of good news," she said. Yamaguchi attributed the Liberal Democrats' success to "support from big business and large contributions from corporations." 'The road ahead is still a long road, with lots of problems in front of us. But hopefully the doors to a political settlement of this problem have been opened.' Coalition. f- Of tal The township in the extreme northern Lower Peninsula failed to apply for a share of $18.1 million in environmental bond funds set aside to pay 90 percent of the cost of clos- ing illegal dumps in communities. Supervisor Don Babcock said last week the township sought no funds from the Department of Natural Re- sources program because it couldn't afford the $45,000 that would have been the local community's share for any particular harm at this time, with the landfill sitting miles away from everything," he said. The landfill, converted to a garbage transfer station two years ago, no longer accepts waste. But it and more than 90 other dumps are considered environmental threats by the department because they do not comply with state land- fill requirements. Mindy Koch, assistant chief of tamination into ground water sup- plies. Past efforts to close such facili- ties have been unsuccessful, but the department is preparing to take legal action against communities that failed to seek a share of the $800 million environmental and recreation bond set aside for dump closings. That threat brought 87 applica- tions, totaling $31 million, for the $18.1 million available, said Sharon Legislature approve funds for 49 top priority landfills. Another 15 are on a secondary priority list and could be funded if any money is left, she said. That could mean communities themselves would have to come up with the total cost of installing lin- ers, a venting system, monitoring wells, a cap of top soil, and fencing. In Burt, Babcock said, the $45,000 township share would have been almost double its $24,000 an- CI IASSJFJEMm FID ADS "I don't think we're hurting any- body," he said, adding the closest well is a mile away and sample of its water have been clean. "It was operated as a dump for the last 30 to 40 years. I would think if anything was going to happen it would have shown itself by now," he said. The township received $360,000 form the program last year and will begin closing its landfill this sum- mer. A new county-wide landfill will take the waste and the township is seeking funds for a transfer station to replace the illegal dump.
