check," Snyder said. "He didn't seem
to be in the project for the money."
Snyder said Weiner has a Ph.D.
in sociology, specializing in urban

security. He was knowledgeable on
police and security issues, and taught
for a time at Wayne State University
before joining the police force and
becoming a part of the University's
research team.
At the University, Weiner was
involved in applied research on an
emergency vehicle communication
network and the Detroit water supply
security system.
The emergency communications
system in Detroit is the most ad-

vanced dispatch system for emer-
gency fire, medical, and police vehi-
cles, Snyder said. The system pin-
points cars' locations on a screen "in
a Star Wars-like fashion," he said.
Snyder said the project, which
cost the city of Detroit $20 million,
is installed and working in Detroit.
The water safety system was de-
veloped because the U.S. public wa-
ter system had no secured protection.
It has become of increasing interest
to public officials, who cite the pos-
