For one year, students will be to the current student fee of $6.28 per term, to revenue capital for a $50,000 cash deficit accumulated by MSA over the past three years. "We know of no other way to approach it," said Henry Johnson, vice-president for student services who has been meeting with MSA representatives. But regent Neal Neilson (R - Brighton) called the 49 cent tax "preposterous" and suggested that the MSA administration should ask Student Legal Services, an MSA subdivision, to cut its budget to help pay the deficit. "Why do we keep taxing our stu- dents so much money all of the time?" said Neilson. "Why are we so generous with our students' money?" MSA President Aaron Williams said that the regents "blew a lot of things out of proportion." He added that the tax is a "piddling" amount compared to the increase in tuition. If the deficit had occurred within the University there would be "no qualms about raising tuition," he said. Regent Deane Baker (R - Ann Arbor) questioned University funding of the Ann Arbor Tenants' Union, also a subdivision of MSA, because of their support of rent control. "Every part of MSA is a relevant part," argued Williams. "If we don't get a loan... we shut down student services." Regent Thomas Roach (D - Saline) pointed out that the proposed 1989-90 MSA budget shows sub- stantial cuts in all departments. The amended proposal allocated monies to MSA for one year instead of the three-year charge request. To prevent such a happening in the future there is new administra- tive supervision over MSA finances. The supervision includes annual external audits, and monthly budgets and financial statements submitted to Henry Johnson, vice-president for student services. Also all previously held accounts outside of the University will be terminated. MSA has taken out a loan from the University to repay the deficit. For the next three years MSA will be paying almost $2,000 per month at a 9 percent interest rate. As part of the same proposal the regents approved a 35 cent per term student charge to fund the Michigan Collegiate Coalition, a student orga- nization that lobbies for student causes at a state and national level, for a second year. University funding of this orga- nization is provided on the terms that the MCC never take a stand against the University and that other public state universities equally sup- port the coalition. Neilson and Baker both voiced concern that these terms were not be- ing upheld. Baker said that he suspects the MCC supports the equity concept in state funding for public universities. i I' r' q.
