The Michigan Daily - Wednesday, April 19, 1989 - Page 5 Parking study draws mixed reaction from faculty members BY MARION DAVIS A study recommending that the University create about 1,600 new parking spaces near central campus drew mixed reaction from faculty members during Monday's meeting of the faculty's Senate Assembly. The Central Campus Parking Study, conducted by the private con- sulting firm BRW Associates and the Central Campus Parking Com- mittee (CCPC), calls for the con- struction of a new parking structure and the expansion of existing struc- tures on Thayer and Thompson streets. Construction of the spaces will cost about $17 million, and mainte- nance and operation will cost about $140 yearly per space. During Monday's meeting, fac- ulty members reacted to the proposed cost of the study's recommendations. "The question is not, 'Is there a need for parking?' The question is, 'Can we afford to try and solve the need with parking structures?"' said Urban Planning Prof. Kate Warner. According to the report, the total number of central campus parking spaces has decreased by about 400 during the past five years. Over the same time period, the number of faculty and staff increased by about 600 people. The survey proposes that the additional parking be financed through increases in the staff-paid permit rate. Currently, the yearly rate is $180, and is scheduled to in- crease by $200 next year under the proposal. Higher Education Prof. James Miller, chair of the CCPC, said the committee received a petition, signed by about 700 medical campus fac- ulty and staff members, in protest of such an increase. As an alternative, many of the faculty assembly members supported a sliding-scale policy, in which the cost of a parking space would depend upon an individual's salary. Still others questioned whether the problem involves car storage or the efficient transportation of people. "We need to address the total prob- lem," said Engineering Prof. Walter Debler. Debler added that he wondered whether the city bus system and the University bus system are integrated efficiently enough for commuters. Faculty members also raised con- cerns about the safety of parking structures and the need to allocate more temporary parking spaces for those who commute between North and central campuses several times a day. Assistant City Administrator Don Mason said the city had raised $134,000 as of Friday from the parking amnesty program, which began March 27 and will end May 1. Mason said the program would need to raise $400,000 to meet the parking ticket revenue projections built into its 1988-89 general fund budget. But now Mason said he expects the amnesty program to garner only $250,000-$300,000. violations issued before January 1, except for tickets issued for parking in handicap areas, in fire lanes, or too close to fire hydrants. As always, the parking department will impound or immobilize the vehicle if it catches up with someone who has six or more unpaid violations. The city has advertised the amnesty program on radio, television, and in newspapers. But University students seem to have largely ignored the program. LSA first-year student Alycia Spector said she has lots of unpaid amnesty program. But, she said, it "sounds like a good idea." Business School junior Brian Herzog said he knew of the program but has not utilized it. "I would use it if I had more tickets," he said. Herzog said he "only" has about 10 unpaid parking tickets. LSA Junior Garret Fienberg said he used the amnesty program for a couple of tickets. Fienberg said he approved.
