The Michigan Daily - Monday, March 27, 1989 - Page 5 Committee harassment reviews policy BY MARION DAVIS A proposed faculty policy on dis- criminatory acts and behavior con- tinues to undergo revision by the committee which first drafted it last summer. The 18-member committee of faculty members, administrators, University attorneys, and personnel from counseling services, met Friday to discuss provisions of the policy which may be unclear and to make sure the policy does not contradict existing union or labor contracts held by the University. Mary Ann Swain, interim affir- mative action director and chair of the committee, said there are still some issues, such as the grievance procedures, included in the policy that must be further discussed and explicitly defined. Swain explained that current grievance procedures in the faculty and staff union contracts may possi- bly contradict with the grievance procedures provided in the proposed discrimination and harassment pol- icy. Personnel Director James Thiry, a member of the committee, agreed with Swain, citing the participation of the union as an important factor in the fair use of the grievance pro- cedure The proposed policy provides for any person being interviewed by the investigation committee, for exam- ple, during the course of a discrimi- nation or harassment investigation, to have an advisor, such as an attor- ney or counselor, present. However, the policy does not mention a union representative, which some union contracts of Uni- versity faculty and staff mandate the presence of in such situations. Thiry said this is something that needs to be more explicitly explained in the draft Swain said the policy will stay with the committee until the issues are worked out. A version of the faculty discrimi- nation - harassment policy was approved by the Senate Assembly in January on the condition that it in- clude explicit language about the harassment-discrimination proce- dures. Saturday, about 100 University students and local resi- ,dents observed the ceremony. "A lot of people ask us about Malaysia and its culture, so we decided to show this to them," said "University of Michigan Malaysian Students Association President Razif Abdul-Aziz, an engineering senior. The wedding ceremony began when the bride entered, accompa- nied by the 'Mak Andam' - the :hief bridesmaid - who shielded the bride's face with a decorated fan. Then, the groom entered with a procession of representatives from his family. His parents, however, were not included in the procession because they were not supposed to be present. Parents of Malaysian bridegrooms must act as if they oppose the wedding, but hope all turns out well. After a brief exchange between the Mak Andam and the best man as a symbol of gratitude for the success of the wedding, the groom sat by the bride. The audience then sang a song recognizing the bride and groom as Queen and King for the day. Because the bride and groom did not know each other before the wedding, the best man and the Mak Andam helped them feed turmeric sticky rice to each other to break their silence and tension. By the time a special dance troupe - in this case, five mem- bers of the UMIMSA - per- formed the 'Silat,' a ceremonial dance, and guests blessed the cou- ple with lime, rice, paste, and scented water, the bride and groom were married. Jon Crane, a draftsperson in the College of Engineering, said, "It's the first time I've seen a wedding performed this way, and I think its great." I JERUSALEM (AP) - Former Prime Minister Menachem Begin broke his silence on political affairs yesterday by using the 10th anniver- sary of the Israeli-Egyptian peace treaty to criticize the United States for opening talks with the PLO. Begin and the other surviving ar- chitect of the historic treaty, former President Jimmy Carter, praised the pact but expressed regret that it did not lead to a comprehensive settle- ment of the Arab-Israeli conflict. Islamic Fundamentalists opposed to the pact assassinated Egyptian President Anwar Sadat four years af- I ter he signed it. There were no official ceremonies marking the occasion, reflecting the chilly relations between the two former Middle East adversaries, mainly over the lack of a solution to the Palestinian problem. Israeli students did, however, sponsor a "peace party" at a conven- tion center in Jerusalem to mark the occasion of the signing of Israel's only peace treaty with an Arab state. No official ceremonies were held in Egypt either, and only one gov- ernment-controlled newspaper men- tioned the anniversary. The 75-year-old Begin took issue with Washington's latest peace move, the U.S. dialogue with the Palestinian Liberation Organization in Tunisia that broke a 13-year American boycott of Yasser Arafat's organization. "This is in my opinion a nega- tive, harmful phenomenon," he said. "The Americans, our friends, are in essence asked to reconsider this mat- ter."
