The package of policy changes also includes guidelines by the Uni- versity's Civil Liberties Board that define the free speech rights of all parties - speakers, performers, the audience, and protesters - at cam- pus events. The CLB is composed of students, faculty, and staff. "Protesters must not interfere un- duly with communication between a. speaker or artist and members of the audience," according to the guide- lines, which would allow "the usual range of human reactions commonly displayed by an audience during heated discussions." Dolgon, also a CLB member, said the clause is too open-ended to guarantee protesters' rights. "It's ambiguous," he said. "It leaves it open for the University to decide what's proper and what's not," he said.. Dolgon said neither student CLB members nor MSA representatives will endorse guidelines on speech and protest until the University ac- cepts student input about which speakers it invites. "Free speech is meaningless un- less it is free and equal speech," he said. "You don't shout down a speaker when you've had an oppor- tunity to decide who's speaking." Fleming disagreed, saying stu- dents invite many controversial speakers, such as the High Times editor who spoke at the annual Haslj Bash, without University approval. At press time, the regents planned to contact the Washtenaw County Sheriff's Department to deputize two security officers, and UndersherifE Michael Johnson said he would be receptive to the idea. The security" officers would be empowered to ar-' rest people on campus for state and county law violations but not for University policy violations.
