ThA Michigan Daily-Monday, March 14, 1988- Page 5 IPPS holds economic conference By ELIZABETH STUPPLER The neglect of America's human resources does not stem from a lack of government pro- grams, but from the failure of these programs to work together, said University Regent Philip Power (D-Ann Arbor) at a conference Friday. "We must concentrate not on programs, but results," said Power, chair of the Michigan Job Training Coordinating Council and keynote speaker at the Institute of Public Policy Studies (IPPS) seminar. IN AN ENTHUSIASTIC and energetic speech, Power said people are suffering despite Michigan's 48 to 51 different job training pro- grams and the $500 million these programs re- ceive from both the federal and state govern- ments. The IPPS conference focused on this suffering by covering topics that are "collectively critical in determining the future of our country," the conference's co-chair Tracy Gomes said. The conference gave her "an overview of literacy programs... and what is going on in the U.S. about adult literacy," she said. Nathan Harris and Jim Hagerman participated in the forum on retraining displaced workers be- cause it dealt with "lay-offs," which are impor- tant in their work with the University's Em- ployment Transition Program, they said. THE MOST highly-attended seminars dealt with educational reform and working women. The education conference covered the growing rate of high school dropout and how to provide employable skills to high-risk students. The fo- rum of women in the working world reviewed the changes the economy will have to make in order to accommodate the growing number of women joining the workforce. About 125-150 people attended the conference, IPPS director Edie Goldenberg said. "From the institute's point of view, we were real pleased." . Gomes also was pleased, saying it was "a strong and enthusiastic turnout." He said he. is happy with the conference, and said, "it covered the crux of the public policy problems of manu- facturing and training."
