However, many members of the groups also said that there must be some type of sanctions against those committing such acts. "You don't have to have a code to fight racism on campus," said UCAR president and Rackham graduate student Barbara Ransby. She added that Fleming's draft is unnecessary and its implementation may hurt a fight against racism rather than help it. "WE ARE opposed to a far- reaching code of conduct that would interfere with free political expression by student activists," she said. However, she added that "the University should develop a mechanism to deal with racist incidents on campus." Critics of past code proposal have said that sanctions against students' non-academic behavior could be used to retaliate against politically active students. Minority Peer Advisor Kenyatta Jackson declined to comment specifically on Fleming's proposal which she has not yet seen. But she agreed that a means of "reprimanding" students who commit racist acts is necessary. Jackson said that members of the University community are currently n o t accountable for racist actions, and that this creates an anarchic situation. JACKSON added, however, that "it would be a mistake not to complement (disciplinary action) by education. They must understand what their actions are doing to people and what it means," she said. Rajal Patel, a member of the University of Michigan Asian Students Coalition, objected to the portion of the Fleming proposal which allows disciplinary hearings to be administered by the school or college to which the offender belongs. She said that this would make it difficult to discipline faculty, since the hearings would be administered by their own departments. ONE minority group leader who opposed any plan for academic punishment of members of the University community guilty of minority harassment was LSA senior Carol Wayman, co-founder of Lesbian and Gay Rights On Campus (LaGROC).
