FAA investigates
four near-collisions
WASHINGTON (AP) - The Federal Aviation Administration is
investigating four incidents over a 10-hour period in which commercial
jetliners came dangerously close to colliding with smaller planes,
officials disclosed yesterday.
The four near-collisions last Friday involving jetliners from United
Airlines, Trans World Airlines, Northwest Airlines, and American
Airlines are considered an unusually high number, according to aviation
safety experts.
The FAA is already under criticism because of an increasing number
of such incidents.
During all of last year, the number of reports in which commercial
aircraft were reported to have flown within 500 feet of another plane
averaged just under one per day, according to FAA statistics.
FAA spokesperson Fred Farrar, confirming the Friday incidents, said
in two of the cases air traffic controllers had provided the jetliner pilots
with advanced traffic advisories and in another case the smaller plane was
not on radar.
The incidents, in which two aircraft in each case came within 500 feet
of each other, occurred at altitudes ranging from 3,500 feet to 9,000 feet
near Chicago, Newark, Saginaw, Mich., and Burbank, Calif.
It could not be determined yesterday how many passengers were in the
various jetliners.

, Last year there were 839 near-collision reports, an average of just over
tvo incidents a day, received by the FAA. Of those about half involved
incidents in which aircraft came at least within 500 feet of each other and

Students seek help
on income tax forms

The fourth floor of the Michigan
Union attracts more students than
the Diag does these days. The April
15 tax deadline is tomorrow, and
students are flooding the fourth
floor lobbyto get helptfrom the
Volunteer Income Tax Assistance
program (VITA).
VITA includes more -than 150
University students trained to fill
out federal income tax forms 1040,
1040A, 1040EZ, and all Michigan
forms.
At least six VITA assistants will
be available from 11 a.m. until 7
p.m. today to help fill out forms,
said Joshua Eichenhorn, a Business
School senior and VITA coordi-
nator.
Other services are available for
students who just have questions.
THE Internal Revenue Service
extended the hours of its toll free
telephone service from 8 a.m. to 6
p.m. today. The IRS branch in
Wolverine Towers at 3001 S. State
St. will be open from 8 a.m. to 7
p.m. tomorrow.
Extended IRS hours do not apply
to all federal agencies, however.
Tax returns still must be post-
marked no later than April 15 and
the Ann Arbor Post office closes at
5 p.m.
The Ann Arbor Public Library
and VITA both have all Michigan
and federal forms available.
Any student who earned more
than $2,540 is required to file a
federal tax form. All students whose
earnings exceeded $1,500 in Mich-
gan last year must pay state taxes.

MICHIGAN will refund in-
come tax to working students who
are permanent residents of Illinois,
Indiana, Kentucky, Ohio, Minne-
sota, or Wisconsin under a Reci-
procalsIncome Tax Agreement with
those states.
The Tax Reform Act passed by
Congress last year does not apply
to this year's taxes. Although the
new act makes stipends for
teaching, research, or other services
taxable, these funds may still be
excluded on this year's returns.
Money received for room and board
will also be taxable next year.
STUDENTS seem unworried
about their taxes. Of more than 50
students interviewed in the Diag,
most were seniors whose parents
fill out their taxes. Few were aware
of the VITA service in the Union.
LSA senior Julie Lovell
expressed the students' attitude.
"It's a pain in the ass," she said of
filling out tax forms. But she said
she has never tried it.
Others enjoy the convenience of
parents. "It's just easier that way,"
said LSA junior Pam Weisman.
LSA senior Bob Beauchamp
does not see the problem. "I've
filled taxes out for four or five
years. The 1040EZ is simple," he
said. "And I haven't been audited
yet."

He said he found his internship
exciting, although it was non-
paying. "My research took me into
a lot of areas - even on the Hill
- that I never thought I'd be in,"
Winiecke said.
Getting into either program isn't
easy. There are 100 finalists in the
Public Service Internship Program,
and 75 in the Business Internship
Program, chosen out of a field of
several hundred.
Some colleges in the University
offer special programs to help
students find internships. Through
the engineering college's co-op
placement program, for instance,
students alternate a semester of
work with a semester at school.
Currently the program has about
100 students.
Loesel also joined the co-op
program, but he got in too late to
find a job.
The co-op program is designed
for students who will work more
than one semester af a'company.
"They're definitely interested in
having students come back maybe
two or three times," Loesel said. "A
lot of the engineering internships
are geared toward coming back a
couple of times, and then being
hired for a permanent position."
All is not lost if you forgot to
join one of these groups at the
beginning of your junior year.
C P& P counsels people who
aren't in either program, and it also
has an extensive library of reference
materials for summer jobs and
internships. "A lot of people aren't
aware that all of these resources
exist," said Karen McQuade,
supervisor of the public service and
business internship programs.
There are also some tried and
true methods to fall back on - the
want ads, personal connections, and
massive mailings.
LSA junior Kurt Heyman found
his internship by reading the
pnwspapers, but he didn't find his
opportunity in the help wanted
section.
"I read in The Daily that the
Center for a New Democracy was
forming a new subcommittee, and I

wrote them a letter," he said.
Heyman ended up as an assistant
coordinator of the Pacific Rim
Conference, which brought together
leaders from around the Pacific
region.
As a worker in the center, Gary
Hart's think-tank, Heyman had
Senate clearance and traveled around
the country raising money for the
conference, which was held in
California.
Personal connections helped
Yuka Isayama find her internship.
Isayama said Communication Prof.
Frank Beaver, who has "a lot of
connections with a lot of people,"
gave her some guidance.
Isayama got an unpaid internship
this summer with CBS in
Manhattan. She pointed out that
unpaid internships are easy to get.
"All you need to do is walk in and
ask for it. You want the experience,
and they need the help," she said.

CAPE TOWN, South Africa
(AP) - Archbishop Desmond Tutu
and other members of clergy urged
people at a special prayer service
yesterday -to defy new limits on
speech and assembly. The U. S.
ambassador was among 700 people
in the congregation.
Ambassador Edward Perkins
issued a statement saying: "It is sad
that a government which claims to
uphold the values of human
dignity, and which protrays itself as
secure and strong, should be so
intimidated by the peaceful
protestations of its citizens that it
declares those protestations to be
illegal."
Perkins' attendance and his
statement represented one of his
most vivid gestures since he
becams the first Black American
ambassador to South Africa last
November.

The ambassadors of Canada,
Sweden, and Australia also attended
the ecumenical service dedicated to
people detained without charge
under a nationwide state of
emergency the white government
imposed 10 months ago.
