The Michigan Daily - Monday, January 12, 1987- Page 3 Afghan rebel says USSR ready to leave PESHAWAR, Pakistan (AP) - A top Afghan guerilla leader said yesterday he believes the Soviet Union wants to withdraw its forces from Afghanistan and may be ready to sacrifice the Afghan Communist government if necessary. Gulbaddin Hekmatyrar, head of the Hezbi-i-Islami guerilla group, and one of the most hard-line of the insurgent leaders said Moscow's recent statements about wanting to pull out of Afghanistan appear genuine. The Soviet-backed Afghan gov - ernment has called for a six-month cease-fire with the guerillas be - ginning next Thursday and proposed forming a government of national reconciliation to end the eight-year war in Afghanistan. The Soviet Union has strongly backed the call and said it wants to remove its forces from its Central Asian neighbor. Leaders of the seven-party gue - rilla alliance individually have re - jected the government's proposal and said they will go on fighting until Afghanistan is free of Soviet control. The leaders, all based in Pakistan, were to meet in Peshawar today to enable the alliance to pre - sent a united response, Hekmatyrar, in the most optimistic reaction yet by a top guerilla leader, said strong signs have emerged that the Soviets want a political settlement. "The Russians have realized they cannot crush the resistance. Now they are trying to solve the problem through other ways and means," Hekmatyrar said. "They have to withdraw and they have realized there is no other solution." WESTERN estimates are that the Soviets have lost up to 8,000 dead in seven years of Soviet military intervention in Afghan- istan. The guerilla leader, one of the dominant figures in the alliance, called for a settlement which would start with direct talks between Mos - cow and the insurgents on the sole subject of arranging an immediate Soviet withdrawal. The guerillas would guarantee safe passage to withdrawing Soviet troops, he said. "The Russians could withdraw in less than one week if they are sincere," Hekmatyrar said. Soviet withdrawal would be followed by formation of a pro - visional government acceptable to all the Afghan yeople, Hekmatyrar said. "THIS, I think, was done because a number of Governors had said their national guard's would not be allowed to go." Minnesota Gov. Rudy Perpich is challenging the Montgomery Amendment on constitutional grounds and the task force will urge Gov. James Blanchard to join him in the suit, Fox said. In other business at Thursday's meeting, Jim Burchell, the task force's treasurer, announced that $15,928.48 had been raised to purchase a garbage truck and other aid for Juigalpa. With that money, the group should be able to afford a used truck, which costs from $7,000 to $10,000, according to Leroy Cappaert, a task force member. Juigalpan city officials told task force members last fall that the town needed a garbage truck because of its poor sewage systems. The .S What's Happening Recreational Sports task force then held a series of fundraisers, including a bucket drive, raffle, and mail campaign. ORIGINALLY, the task force was going to purchase a new garbage truck, costing around $35,000. According to Fox, Ann Arbor will sell an older, spare truck used only in emergencies. The task force hopes to find volunteers to do repair work on the truck. The Ann Arbor City Council donated $3,333 to the task force to cover administrative expenses, such as mailing costs. Members of the task force are currently considering bringing a delegation from Juigalpa to visit Ann Arbor this spring. They have also planned a fundraising concert by Oscar Ball - ister at The Ark on March 15. Ballister is a physician from Argen - tina who co-wrote a song in honor of Juigalpa called "From City to City," Fox said.
