The Michigan Daily - Monday, March 2, 1987 - Page 5 Troubled DETROIT - A structural engineer is warning that the troubled Zilwaukee Bridge on busy Interstate 75 near Saginaw should not be open - ed in November as planned because of serious structural problems. But the state Department of Transportation director says problems that have delayed the twin span's opening for three years have been repaired and other engineers have said the bridge is safe. The comments by engineer Lev Zetlin of West Palm Beach, Fla., and Transportation Director James Pitz were published in a copyright story in yesterday's editions of The Detroit News. bridge spu The News said it paid $7,812.10 plus expenses, for the analysis by Zetlin, who investigated the collapse of pedestrian bridges in a Kansas City, Mo., hotel that killed 113 people in 1981 and concrete cracking problems at the Olympic Stadium in Montreal in 1979. "Serious consideration (should) be given as to whether the bridge is structurally sound at this stage to be put out into public service," Zetlin said. He blamed poorly made concrete roadway sections connected by steel cables running through them. Zetlin said when the cables are tightened, the concrete cracks because the ends debate of the roadway sections aren't smooth and flat. He added that repairs will not prevent new cracks from forming on the 1-1/2-mile span over the Saginaw River. But Pitz disagreed about the cause of the cracks, called spalling. "Zetlin's deduction that poorly constructed segments caused the spalling is absolutely incorrect," Pitz said. "It is important to understand that the spalling does not affect the strength of the bridge. The cost of the project, the largest highway construction job in state history, originally was set at $76.8 million, but has soared to $117.5 million.
