WASHINGTON (AP) - Moammar Khadafy's support for terrorism is one of two reasons the Reagan ad- ministration wants him put "in his box where he belongs." The other, equally important, is Khadafy's effort to un- dermine pro-Western governments in North Africa. Since taking office in 1969 after overthrowing pro-West King Idris and ousting the United States from its big Wheelus Air Force Base, Khadafy has appeared deter- mined to erode American interests throughout the region. HIS efforts have not always met with success. His highly publicized mergers with other countries,esuch as Egypt, have had little impact and soon dissolved. But is has been during the Reagan administration that Khadafy has scored some of his most notable successes. Reagan took office with what proved to be an ill-advised goal of building a strategic consenus of Arab governments and having Israel confront Soviet threats to the region. Libya, along with Syria - both with major ties to Moscow - played a major role in making certain the new policy never got off the ground. KHADAFY'S first major success occurred in Morocco where he and King Hassan II, an Arab moderate, signed an agreement for political union in August of 1984. It caught Washington totally by surprise and occurred after King Hassan granted the United States permission for two of his military installations to be used as transit points for the U.S. Rapid Deployment Force - a force being created partly with Khadafy in mind. Secretaries of State Alexander Haig and George Shultz had visited there, as had Vice President George Bush. The ambassador was Joseph Verner Reed, a Reagan ap- pointee who was thought to have close ties to the Hassan palace, but who, it turned, had no advance inkling of the Khadafy-Hassan agreement. THE second major blow to U.S. policy occurred in Sudan, which was headed 6y strongly pro-West Gafaar Nameiri, who fell in a coup a year ago this month. The United States has provided more aid to the Sudan than to any other nation in sub-Sahara Africa and provided Nameiri with military support in the face of occasional threats from Libya, with which he had broken relations. Since taking office, the administration tried a num ber of strategies to contain Khadafy, none of which has so far worked. They have included a U.S. ban against oil impor- ts, a U.S. trade embargo, an effort to get the allies to join in a trade embargo and economic sanctions and diplomatic isolation. Shultz said earlier this year that the goal of American policy was to "put Khadafy in his box where he belongs." But Khadafy hasn't cooperated. And in recent months, the administration has turned to military options to con- tain him, even though it has had to act mostly alone.
