(Continued from Page 1) Relations Richard Kennedy said yesterday his office had been unable to confirm the reports. IF TRUE, Kennedy said, the University will be faced with a tight budget next year. The University last fall asked the state for $26 million more this year just to meet its rising costs, such as skyrocketing utility rates. An 8 percent increase, Kennedy said, would translate roughly to a $16 million increase. In addition to the $26 million, the University asked for another $9 million to offset a deficit built up during the state's budget crunch in the late-'70s and early-'80s, when the University piled up a long list of underfunded areas. For example, faculty salaries at the University were lowered relative to its peer universities. LAST YEAR, the University fell about $17 million short of the $40 million increase it asked for. University administrators were set to increase in-state tuition by 6 per- cent and out-of-state tuition by 8 per- cent. But Blanchard threatened to veto the increases for higher education unless the state's univer- sities and colleges froze in-state tuition. The University's Board of Regents subsequently decided to freeze tuition for Michigan residents for the second straight year, and to increase out-of- state tuition by eight percent. Blanchard, however, has said that it's unlikely he will ask for a tuition freeze this year because of the tight budget. The governor is expected to give a broad outline of his budget proposdl9" to the state legislature this week.
