0 Page 6 - The Michigan Daily - Tuesday, January 14, 1986 Judge denies Winnie Mandela the right to ive in Soweto home JOHANNESBURG, South Africa (UPI) - A Supreme Court judge, yesterday denied black dissident Winnie Mandela the right to live in her Soweto home, upholding a gover- nment order barring her from the black township and neighboring Johannesburg. Mandela was not in court to hear the ruling. Mandela's lawyer, Ismael Ayob, said, "It is disappointing. We would not have gone to court if we did not believe we could win." Supreme Court Judge Louis le! Grange rejected Mandela's ap- plication to overturn a Dec. 21 gover- nment order barring her from Soweto and Johannesburg. But he said Man- dela, wife of jailed African National Congress leader Nelson Mandela, could appeal to the full court. "THE PERSONAL freedom of any individual is an important principle, and I am therefore inclined to grant leave to appeal," the judge said. Mandela is what is known in South Africa as a "banned" person. Ban- ning orders, issued against people the government considers a threat, restrict a person's movements, with whom they can speak and how many people they can speak to at once. It is also forbidden to quote a "banned" person without official permission. On Dec. 21, the government issued new banning orders that it said were more lenient than older orders that restricted Mrs. Mandela to the remote farming town of Brandfort for eight years. The new orders said she could live anywhere except Johannesburg or Soweto, which she considers her home. But in keeping with her refusal to cooperate with the white-minority government, Mandela went to her Soweto home a day after the order was given and was forcibly removed by policemen. Ten days later, she again tried to enter Soweto and was re-arrested. Mandela, known in black dissident circles as "the Mother of the Nation,'' faces trial next week for entering Soweto without a permit. In issuing the Dec. 21 order, the government said it was making a con- cession to Mandela. But her lawyers argued in court the banning order was vague and unreasonable.
